The initial contract term is one year with potential annual renewals, not to exceed four years total. Compensation is structured as lump-sum or not-to-exceed amounts specified in individual Task Orders, with monthly invoicing. The RFQ evaluation is weighted as follows: team background and key staff availability (33%), experience and relevant project examples (25%), and references (22%). Additional points are awarded for Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Small Business Enterprise (SBE), and Woman Owned Business Enterprise (WBE) certifications. Offerors must submit Statements of Qualifications limited to 75 pages, including five reference projects completed within the past five years.
