About this opportunity

The Maryland Health Benefit Exchange (MHBE) is requesting bids for a 12-month Camunda software subscription renewal covering April 1, 2026 through March 31, 2027 under IFB BPM055318, with bids due March 12, 2026 at 11:00 a.m. Eastern Time via eMaryland Marketplace Advantage (eMMA). Bidders must be authorized resellers of Camunda, with proof of authorization from the manufacturer submitted with the bid — a mandatory eligibility requirement.

The scope comprises two Dev Clusters and two Small Clusters (each with 15 vCPU, 20 GB memory, and 640 GB disk), one Process Instances license at Tier P-XL supporting up to 12,000,000 process instances annually, and one Advanced Success Plan providing 24/7 Level 1 support with six trained support contacts and dedicated technical and customer success account management. The platform is a process orchestration tool enabling developers to design, automate, and improve organizational processes.

The contract is structured as firm fixed-price with no minority business enterprise subcontracting goal. The solicitation is funded in part by federal Medicaid funds (CFDA 93.778). Award will be made to the responsive, responsible bidder submitting the lowest total price. The MHBE is exempt from federal excise taxes and certain state and local taxes; contractors remain liable for applicable sales and use taxes. Invoices must be submitted within 30 days of service delivery and include detailed itemization and supporting documentation. A pre-bid conference is scheduled for February 23, 2026 at 1:00 p.m. via virtual platform, with registration required. Bids remain irrevocable for 120 days following the closing date. Bidders must accept all State IFB and contract terms, submit required nondiscrimination and compliance affidavits, and agree to electronic funds transfer for payment.
