About this opportunity
Eastern Connecticut State University (ECSU) has issued an Invitation to Bid (ITB) numbered ECSU 2024-212 for a comprehensive Campus and Sports Fields Lawn Care contract. The solicitation seeks a vendor to implement an Integrated Pest Management (IPM) program focused on delivering effective pest control while minimizing pesticide usage and environmental exposure. The IPM program requires a multifaceted approach including pest monitoring, sanitation practices, education, grounds maintenance, and alternative physical, mechanical, and biological pest control methods, with pesticides used only when absolutely necessary and according to predetermined management protocols. A mandatory pre-bid conference is scheduled for June 4, 2024, at the Facilities Conference Room located at 414 High Street, and the bid period runs from May 28, 2024, at 4:30 PM EDT to June 10, 2024, at 2:00 PM EDT. Interested vendors must submit their bids by the specified deadline and comply with the detailed requirements outlined in the solicitation documents, which include a "FINAL Bid Lawn Care.pdf" and an "ADDENDUM 1 Lawn Care.pdf" posted on 6/5/2024. The primary contact for questions is Heather O'Neil, who can be reached at 860-465-5296 or oneilh@easternct.edu.
The solicitation does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on vendor participation. No information is provided about incumbent vendors or current contractors performing these services. The documents do not disclose an estimated total contract value or budget range for the lawn care and IPM services. Payment terms are established as Net 45 Days with Free On Board Destination delivery terms. The contract opportunity is open to all vendors capable of meeting the comprehensive IPM program requirements, with no explicit limitations on company size, location, or previous experience. The solicitation has been designated as having no specific line items, suggesting flexibility in how vendors might approach the lawn care and pest management services. Vendors will likely be evaluated based on their ability to effectively implement the described IPM approach, demonstrate environmental consciousness, and provide comprehensive campus and sports fields maintenance.
