About this opportunity
The Texas Military Department is soliciting bids for the lease, delivery, installation, and maintenance of two temporary modular workspace facilities at Camp Mabry in Austin under IFB TMD27-CFMO-0046097, with bids due October 28, 2026 at 11:30 AM Central Time and a mandatory site visit on October 6 or 7, 2026.
A VetHUB subcontracting goal of 21.1% applies to all building construction work; respondents must demonstrate good faith efforts to recruit certified veteran-owned small businesses even if they do not ultimately award to them. Respondents must submit a completed subcontracting plan as part of their bid and identify all subcontractors in advance; subcontractors may not be dropped or replaced without written agency approval.
The scope covers delivery and installation of modular facilities to house 165 personnel—110 at the North Site (12,000 square feet on an existing foundation) and 55 at the South Site (approximately 7,200 square feet). Both facilities must be fully installed, accepted by TMD, and ready for occupancy by March 30, 2027. The contractor serves as a single point of responsibility for modular unit supply, installation, interior fit-out, mechanical and electrical systems, life safety systems, and IT/AV infrastructure. All proposed units must demonstrate acoustical performance of STC 50 or greater, supported by field test results. Respondents must submit a Space-Fit/Configuration Layout by October 13, 2026 at 4:00 PM demonstrating that proposed modular units can accommodate the required room program.
The initial lease term is 36 months with TMD retaining options to renew for up to two additional one-year periods and to purchase either or both facilities at terms to be established. Award is based on the lowest Total Base Bid, which includes one-time delivery and installation costs, monthly lease and maintenance rates for the 36-month term, and demobilization costs. Prevailing wage rates under Texas Government Code 2258 apply. Respondents must maintain at least three years in business, hold proper Texas licensure, provide three comparable project references within the past five years (including at least one on a secure government or active installation site), carry minimum general liability insurance of $1 million, and pass criminal history background checks for all project personnel. The anticipated award date is November 30, 2026, with an estimated Notice to Proceed of December 21, 2026. Questions are due October 13, 2026 at 4:00 PM.
