About this opportunity

Texas Military Department is soliciting bids under IFB TMD27-CFMO-0046745 for minor cosmetic and mechanical, electrical, and plumbing renovation of Building 10 at Camp Mabry in Austin, with mandatory site visits on October 29, 2026 and bids due November 18, 2026 at 12:00 PM Central. Attendance at one of two site visit sessions, 9:00 AM or 1:30 PM Central, is required, and failure to attend disqualifies a response. Contractors must submit an approved HUB Subcontracting Plan under Texas Government Code Chapter 2161. The IFB states that no set-aside program is explicitly selected, but a separate HUB document (G.5) describes the project as a HUB set-aside and cites solicitation number TMD26-CFMO-0046745.

The scope covers replacing tile in four restrooms, refinishing approximately 2,500 square feet of hardwood in the first- and second-floor foyers, carpet cleaning and repair, drywall, painting, installation of four mini-split HVAC units (two 3-ton outdoor condensing units and four 1.5-ton wall-mounted indoor units), repair of existing Daikin VRV systems including compressor replacement, installation of commercial dehumidifiers and UV-C systems in return air plenums, and debris haul-off. The contractor must furnish all labor, materials, equipment, and supervision on a turnkey basis. Qualifications include valid federal, state, and local licenses, five years of experience and five similar jobs, and manufacturer certification for HVAC installation. The contractor must also submit a Waste Management Plan under TCEQ requirements before notice to proceed, and report solid waste disposed and diverted tonnage with each payment application. Personnel must submit names and identification at least seven days before work begins.

Pricing is on a mandatory schedule (Attachment G.4) with six lump-sum line items. The IFB describes firm fixed pricing on a no-minimum, as-needed basis, while the Statement of Work describes a not-to-exceed bid. The IFB lists best value evaluation factors of price, specification compliance, delivery timeframe, past vendor performance, and other relevant factors. The pricing schedule states award to the lowest responsive and responsible bidder based on the Total Base Bid, contingent on funding. Bidders must submit financial capability evidence from Dun & Bradstreet or Fitch Ratings, and omitting financial ratings results in disqualification. Insurers must carry an A.M. Best "A" or better rating, with certificates due within five business days of Notice of Award. A payment bond is required for contracts over $25,000. Work must follow prevailing wage rates under Texas Government Code Section 2258, and the warranty covers repairs for one year from substantial completion with 48-hour response to warranty calls.

The initial term is one year from the effective award date, with all work completed by January 29, 2027. Anticipated award is approximately December 1, 2026. Work is performed at 2200 West 35th Street, Austin, Texas 78703. Bids are submitted by email to FY27CampMabryBldg10@cfmo.mil.texas.gov. Clarissa Campos is the Contract Administrator (512-782-1630), and Tim Bingham is the Project Manager (512-599-2273).
