About this opportunity
Colorado Department of Corrections is soliciting quotes under Documented Quote DQ 2027000137 for camera switches, accessories, components, and transceivers to upgrade the security camera system at LaVista Correctional Facility in Pueblo, Colorado, with quotes due October 30, 2026 at 2:00 p.m. Mountain Standard Time. The solicitation sets a Service-Disabled Veteran-Owned Small Business (SDVOSB) goal of at least 3% of all contracts by dollar value, and SDVOSB bidders must submit U.S. Department of Veterans Affairs certification documentation.
The itemized quote covers 27 units each of single-mode duplex LC/LC fiber jumper cables, 10GBASE-LR SFP+ transceiver modules, and 48-port Gigabit PoE switches with four 10G SFP+ ports. Bidders may submit products of equal specifications and quality subject to CDOC approval. Pricing must be all-inclusive, with no shipping, surcharges, or taxes payable by CDOC. CDOC staff perform installation and notify the awarded vendor of functionality issues for return and replacement. Delivery goes to LaVista at 1401 West 17th Street, Pueblo, CO 81003, and CDOC reserves the right to place additional orders at other DOC facilities during the award period. Vendors that fail to deliver on three separate occasions may be disqualified from future CDOC solicitations for three years or indefinitely.
The contract is a one-time purchase with an anticipated term of up to five years, renewable for four additional one-year periods at CDOC's sole discretion and contingent on appropriated funds. Pricing remains firm during the initial term. On renewal, CDOC may consider an annual increase not to exceed 2.5% per fiscal year, subject to mutual agreement. Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary factors; sample quality and lead time may also be evaluated.
Bidders must register with Bidnet Direct, return Exhibits A through G, and certify Colorado Secretary of State registration and good standing before purchase order execution. Insurance requirements include $1 million per occurrence commercial general liability, $1 million per occurrence / $2 million aggregate protected information coverage, and $1 million professional and crime coverage, with carriers rated A.M. Best "A" and financial size VII or better. Certificates are due within seven business days after the contract effective date. Work performed outside the United States requires approvals before commencement under Exhibit E. Criminal background investigations and facility access restrictions apply.
Key dates: written inquiries due October 28, 2026; notice of intent to award November 2, 2026; purchase order execution on or after November 5, 2026.
