About this opportunity

The City of Philadelphia is requesting quotes for annual calibration of calipers, micrometers, weight sets, balances, pipettes, thermometers, pH meters, conductivity meters, rulers, and trigger pull rods in accordance with ISO 17025 standards under small order purchase (SOP) Bid #2727491, with quotes due July 14, 2026. A local business enterprise (LBE) bid preference applies under Philadelphia Code Chapter 17-109 for certified LBEs meeting all material requirements.

The scope covers calibration services for the Office of Forensic Science across three units: the Firearms Identification Unit (20 calipers, 5 micrometers, 27 weight sets, 22 trigger pull rods and weights, 1 certified ruler, and 18 balances requiring annual calibration); the Criminalistic Unit (500 single-channel pipettes and 50 multi-channel pipettes on a bi-annual basis, plus thermometers, pH meters, conductivity meters, and weight sets annually); and the Chemistry Unit (11 individual weights and weight sets, 2 single-channel pipettes, and 10 Fisher Dispensettes annually). All calibrations must use NIST-traceable standards, include uncertainty measurements, and provide certification documentation with service stickers. Pipette calibration must include inspection, leak and vacuum testing, seal and o-ring replacement as needed, and "As Found" and "As Left" testing at minimum, mid, and maximum volumes with four measurements per volume. Most items are sent off-site with 5–7 business day turnaround; balance calibrations require on-site service. The contract term is July 1, 2026 through June 30, 2027, renewable annually at the City's sole discretion for up to three additional one-year periods. Price increases during renewal periods are capped at 4 percent or the actual Consumer Price Index change, whichever is lesser. All quoted prices must be less than $99,000 on a firm fixed-price basis, FOB Destination Point, and net of taxes. Sellers must quote all items to be eligible for award; the City will award as a whole or by line item to the lowest responsive and responsible bidder. Minimum insurance requirements include workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, with the City named as additional insured. Submission is through PHLContracts with a required Consent and Authorization Agreement.
