About this file

This is an Equipment Calibration List for the City of Philadelphia's Office of Forensic Science, detailing calibration services required across multiple units including the Firearms Identification Unit, Criminalistic Unit, and Chemistry Unit. The document specifies calibration requirements for various precision instruments in accordance with ISO 17025 standards. The Firearms Identification Unit requires annual calibration of 20 calipers (including Fisher, Frankford Arsenal, Lyman, and Mitutoyo models), 5 micrometers (Mitutoyo models), 27 weight sets in various denominations, trigger pull rods and weights totaling 22 items, 1 certified ruler, and 18 balances. The Criminalistic Unit requires bi-annual calibration of 500 single-channel pipettes and 50 multi-channel pipettes, plus annual calibration of thermometers, pH meters, conductivity meters, and weight sets. The Chemistry Unit requires annual calibration of 11 individual weights and weight sets, 2 single-channel pipettes, and 10 Fisher Dispensettes. Most items are sent off-site to vendor laboratories with a standard 5-7 business day turnaround time, with the exception of balance calibrations which require on-site service. The contract term is July 1, 2026 through June 30, 2027.

All calibrations must be performed using National Institute of Standards and Technology (NIST) traceable standards and must comply with ISO 17025 requirements, including uncertainty measurements. Vendors must provide certification of calibration documentation for each piece of equipment and affix service stickers indicating completion date and next service date. Pipette calibration services include inspection, leak testing, vacuum testing, seal and o-ring replacement as needed, and "As Found" and "As Left" testing at minimum, mid, and maximum volumes with four measurements per volume. Weight calibrations require cleaning and adjustment as necessary to restore equipment to manufacturer specifications. The award may be made as a whole or by line item at the City's discretion, with the contract to be awarded to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award, and services should not commence until notification from the department is received.
