About this file
This is a price increase instruction document for a small order purchase issued by the City of Philadelphia for calibration services of forensic science equipment under Bid #2727491. The contract period runs from July 1, 2026 through June 30, 2027, with the option for the City to renew annually for up to three additional one-year periods at its sole discretion. The work involves calibration of calipers and micrometers in accordance with ISO 17025 standards. No specific quantities, response dates, bidder meetings, or award dates are detailed in this document.
Price adjustments for renewal periods are permitted based on the Consumer Price Index (All Items) for All Urban Consumers in Philadelphia, as published by the U.S. Department of Labor Bureau of Labor Statistics and reflected in the Mid-Atlantic CPI Announcement for December of the applicable renewal year. However, price increases are capped at 4 percent per renewal period, with the actual increase reflecting the lesser of the CPI change or 4 percent. Sellers must submit price increase requests in writing to Shirley Refile at shirley.refile@phila.gov at least thirty days prior to contract period expiration to implement increases effective on the first day of the renewal period. Failure to provide timely notice results in prices remaining unchanged from the previous period. Price decrease requests may be submitted in writing at any time during the contract or renewal periods.
