About this opportunity
The Michigan Department of Natural Resources is requesting proposals for the furnishing and installation of a digital sign system at the Cadillac Rest Area on northbound US 131 in Wexford County, under RFP 26-2186, with bids due June 26, 2026 at 3:00 p.m. EST via the SIGMA VSS platform. Performance and payment bonds are not required unless the bid amount exceeds $50,000.
The scope requires installation of a Daktronics model GS6-60x75-15.85 RGB marquee display (44" tall by 50" wide, housing depth not exceeding 5") with full-color outdoor LED technology, integrated time and temperature capabilities, and cultured stone facing (Owens-Corning CSV 2084 Earth River Rock or equivalent). The contractor must establish electrical connections approximately 200 feet from the building to the sign location, bury 3/4" conduit 12" deep with hand-digging required for the initial section, install a 20-amp GFI plug and outdoor-rated power switch, remove the existing sign base, and restore the site with Highway Mix seeding. All work must comply with Michigan Department of Transportation Standard Specifications. The contractor is responsible for obtaining all state permits and inspections, contacting MISS DIG for site marking, and providing three login credentials and online training access to enable MDNR staff to operate the sign remotely.
Prevailing wage requirements apply under Michigan Public Act 10 of 2023, with journeyperson wages ranging from $36.87 to $110.76 per hour depending on classification. Bidders must provide valid State Project Registration, certificates of liability insurance ($2,000,000 commercial general liability each occurrence and general aggregate), and copies of Michigan-issued licenses for any licensable trades. A mandatory on-site pre-construction walkthrough is required for the awarded vendor. Work completion is required by September 11, 2026, and work is prohibited on Fridays, weekends, and holidays due to rest area traffic volume. Bid prices must remain valid for 60 days from the due date. The state will award to the lowest responsible bidder provided the bid complies with all requirements and does not exceed available funds. The project contact is Paul Rogers at rogersp5@michigan.gov or 616-260-8406.
