About this opportunity
The Michigan Department of Technology, Management and Budget is requesting proposals for repair of two 2-cell BAC cooling towers at Cadillac Place in Detroit under RFP 26-2250, with proposals due July 2, 2026 at 3:00 p.m. Eastern and a mandatory pre-proposal meeting on June 23, 2026 at 10:30 a.m. Eastern at 3044 West Grand Boulevard.
The scope includes replacement of hot-water distribution basins and water inlet chambers, replacement of eight electric immersion basin heaters, removal and installation of new 20HP cooling tower fan motors with associated components, pump replacement (six cooling tower pumps and motors), removal and replacement of four actuators and linkages, and all related mechanical work to meet or exceed original equipment manufacturer specifications. All work must be completed within 120 business days from purchase-order receipt, with delivery expected within 100 calendar days and installation within 120 calendar days. Performance occurs on-site during normal business hours Monday through Friday (7:30 a.m. to 5:30 p.m.), with Saturdays available for interior tower work. The contractor must appoint a dedicated project representative and site superintendent or foreman who must be on-site during all work hours and respond to State inquiries within four hours. The contractor must attend a kick-off meeting with the building owner representative within 14 days of order receipt. Pricing is firm for the entire contract term. Work is subject to prevailing wage requirements, background checks for all contractor staff, and environmental compliance including restrictions on mercury, brominated flame retardants, and PFAS.
Evaluation is based on four technical factors weighted equally at 25 points each: product quality, service capabilities, delivery capabilities, and responses to the Vendor Questions Worksheet, for a total of 100 points. Proposals must achieve a minimum score of 80 points to have pricing evaluated. The State reserves the right to award based on best value rather than lowest price. Questions are due June 25 at 3:00 p.m. Eastern with answers posted by June 29. The anticipated contract begin date is July 27, 2026. Liquidated damages of $5,000 plus $500 per day apply for late or improper completion.
