About this opportunity

The State of Michigan Department of Technology, Management and Budget is soliciting proposals for the repair of two 2-cell BAC cooling towers located at Cadillac Place (3044 West Grand Boulevard, Detroit, Michigan 48202) through Request for Proposal No. 260000001721. The scope of work includes replacement of hot water distribution basins and water inlet chambers on cooling towers #1 and #2, removal and replacement of HDPE chambers with galvanized steel components, replacement of eight electric immersion basin heaters, removal and replacement of six cooling tower pumps and motors, replacement of four actuators and linkages, and installation of new fan motors, fan shafts, bearings, and belts on each tower cell. All work must be completed by September 30, 2026, with delivery expected within 100 calendar days and installation completion within 120 calendar days from the date of order. Basin replacement work will occur during normal business hours Monday through Friday from 7:30 a.m. to 5:30 p.m., with Saturdays available for interior tower work. Contractors must appoint a project representative and an on-site superintendent or foreman available during all contract work. A mandatory pre-proposal meeting is scheduled for April 14, 2026, at 10:30 a.m. Eastern at the Cadillac Place location, limited to two attendees per bidder. Written questions must be submitted by 3:00 p.m. Eastern on April 16, 2026, with answers posted by 5:00 p.m. Eastern on April 20, 2026. Proposals are due electronically through the Michigan SIGMA VSS system by 3:00 p.m. Eastern on April 23, 2026, with an anticipated contract begin date of May 14, 2026. Evaluation criteria totaling 100 points include Product Quality (25 points), Service Capabilities (25 points), Delivery Capabilities (25 points), and completion of the Vendor Questions Worksheet (25 points), with only proposals receiving 80 or more technical evaluation points advancing to pricing evaluation.

The RFP documents do not identify any specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor requirements. Contractors must comply with prevailing wage requirements, environmental standards including mercury-free products, avoidance of brominated flame retardants and PFAS, and ADA compliance. BAC replacement parts are preferred, with manufacturer specification alternatives acceptable if BAC parts are unavailable. Contractors must secure proper background checks for all staff, post security measures, and meet quality assurance standards. Pricing must be firm for the entire contract length with adjustments based only on changes in actual contractor costs supported by written documentation. Liquidated damages of $5,000 plus an additional $500 per calendar day will be assessed for late or improper completion. The RFP documents do not specify an estimated contract value or budget range; however, if the final contract equals or exceeds $250,000, it will require State Administrative Board approval. The State reserves the right to conduct facility visits, request oral presentations, conduct interviews and reference checks, and request additional price concessions, with award decisions based on best value as determined by the combination of technical evaluation score and pricing.
