About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting proposals through a Mini-RFP for Construction Administration and Construction Engineering & Inspection (CA/CEI) services for the Northwest Oregon pedestrian crossing enhancements project located on US-101 in Tillamook and Lincoln Beach. This procurement seeks qualified consultants to provide comprehensive day-to-day administration and engineering inspection services throughout the construction phase, which is anticipated to run from November 2026 through November 2027, with plant establishment extending one year thereafter. The project scope includes installation of flashing light signs, intersection lighting, median islands, and ADA-compliant curb upgrades to enhance pedestrian safety. Key deliverables and requirements include pre-construction conference coordination, quality assurance planning, construction monitoring, environmental compliance monitoring, ADA ramp inspection (estimated at 20 ramps), monthly status reports, up to 32 weekly project progress meetings, and project closeout activities. The consultant must employ Agency-certified Inspectors, maintain a Quality Assurance & Contract Administration Plan approved by ODOT's Agency Project Manager, and submit all deliverables electronically via ODOT's Electronic Document Management System. Contingency tasks identified in the SOW include structure cost data review, design modifications, claims support (estimated at six hours), public records request support (estimated at two hours), archaeological monitoring, and monument location and recovery. Evaluation will be based on a maximum of 130 proposal points across five criteria: project examples and experience (20 points), approach to the project (50 points), key staff qualifications (30 points), project budget analysis capability (15 points), and project management support strategies (15 points), with interviews potentially adding up to 70 additional points. The proposal deadline is April 9, 2026, with proposer questions due five calendar days prior to bid opening, and ODOT will issue a notice of intent to award approximately five business days after scoring is complete.

Eligibility for this procurement is restricted to consultants holding existing Price Agreements (PA series B39090 to B39097), limiting the pool of potential respondents to pre-qualified vendors. No Disadvantaged Business Enterprise (DBE) participation goal has been assigned to this procurement, indicating no-goal status. The work order contract will be negotiated between the selected proposer and ODOT, with final delivery schedules, costs, and Statement of Work terms subject to discussion within the advertised scope. Payment methodology is flexible and may utilize cost-plus fixed-fee structures (up to a maximum not-to-exceed amount), fixed price for all services, fixed price per deliverable or milestone, time and materials approaches (up to a maximum not-to-exceed amount), or price per unit methodologies, as specified in the parent PA Exhibit B. The work order contract is anticipated to begin in Spring 2027 and conclude by Spring 2028, and the project includes federal Highway Administration (FHWA) State funding. Proposals must be submitted via OregonBuys as a single PDF document not exceeding specified page limits (five pages for technical proposal plus up to three one-page resumes for key staff), and proposals are firm offers valid and binding for a minimum of 180 days following the Bid Opening Date.
