About this file

This is a Question and Answer document issued by the Oregon Department of Transportation (ODOT) Procurement Office clarifying project scope details for Mini-RFP #S-73000-00016075 regarding Construction Administration and Construction Engineering & Inspection (CA/CEI) services for the Northwest Oregon pedestrian crossing enhancements project. The project encompasses pedestrian safety improvements on US-101 in two locations: Tillamook and Lincoln Beach. The scope includes installation of flashing light signs, intersection lighting, median islands, and ADA-compliant curb upgrades affecting approximately 20 ADA ramps. The construction phase is anticipated to run from November 2026 through November 2027, with plant establishment extending one year thereafter, and the work order contract is expected to begin in Spring 2027 and conclude by Spring 2028. The proposal deadline was April 9, 2026, with proposer questions due five calendar days prior to bid opening. ODOT issued this clarification dated April 3, 2026, addressing a discrepancy regarding project sites: the St. Paul site was removed after the Regional Design Approval Phase but before Final Design Approval, confirming that only the Tillamook and Lincoln Beach sites will be included in this contract.

Evaluation will be based on a maximum of 130 proposal points across five criteria: project examples and experience (20 points), approach to the project (50 points), key staff qualifications (30 points), project budget analysis capability (15 points), and project management support strategies (15 points), with interviews potentially adding up to 70 additional points. Eligibility is restricted to consultants holding existing Price Agreements (PA series B39090 to B39097), limiting the pool of potential respondents to pre-qualified vendors. The work order contract payment methodology is flexible and may utilize cost-plus fixed-fee structures, fixed price for all services, fixed price per deliverable or milestone, time and materials approaches, or price per unit methodologies, as specified in the parent PA Exhibit B. No Disadvantaged Business Enterprise (DBE) participation goal has been assigned to this procurement. The project includes federal Highway Administration (FHWA) State funding. Proposals must be submitted via OregonBuys as a single PDF document not exceeding specified page limits (five pages for technical proposal plus up to three one-page resumes for key staff), and proposals are firm offers valid and binding for a minimum of 180 days following the Bid Opening Date. ODOT will issue a notice of intent to award approximately five business days after scoring is complete.

CA/CEI Northwest Oregon pedestrian crossing enhancements (2027)

Q&A #1 to Mini-RFP #S-73000-00016075

Question #1:

In the K22709 DAP Plans entitled “NW Oregon Pedestrian Crossing Enhancements (2027) for Hillsboro – Silverton & Oregon Coast Highways, Marion, Tillamook & Lincoln Counties,” dated 6/27/2025, three project sites are noted (one in St. Paul, one in Tillamook, and one in Lincoln Beach). However, in the SOW included in the RFP documents entitled Exhibit A.1 – Statement of Work and Delivery Schedule for Construction Contract Administration and Construction Engineering & Inspection (“CA/CEI”), only two project sites are detailed (Tillamook and Lincoln Beach). Could you please confirm that this project will only include two project sites (Tillamook and Lincoln Beach)?

Answer to Question #1:

The St. Paul site was removed after Region DAP, but before Final DAP. The two sites for this Project are only Tillamook and Lincoln Beach.
