About this opportunity
The Colorado Department of Corrections, on behalf of Facility Management Services, is requesting quotes for cable TV repair services serving eleven headend systems across twenty state correctional facilities statewide under Documented Quote (DQ) 2026000494, Modification 1, with quotes due June 23, 2026 at 4:00 p.m. MST.
The scope encompasses preventative maintenance, inspections, emergency repairs, and technical upgrades for cable TV headend systems serving correctional facilities located in Crowley, Model, Rifle, Delta, Buena Vista, Canon City, Denver, Limon, Pueblo, and Sterling. Bidders must provide monthly preventative maintenance during standard business hours (Monday–Friday, excluding state holidays) covering signal quality audits, antenna maintenance, system balancing, and hardware housekeeping. Emergency services are available 24/7 with response time requirements ranging from four hours for complete location failures to 48 hours for single channel issues and maximum resolution time of 48 hours from notification. Within thirty days of contract execution, the awarded bidder must submit a comprehensive 12-month preventative maintenance schedule. Bidders must assign a dedicated account manager and maintain adequate inventory of critical spare components including power supplies, amplifiers, modulators, and receivers. Services cover C-BAND systems, DIRECTV systems, DISH Network systems, and other platforms with specified channel lineups. Unscheduled maintenance work requires written estimates and prior approval from the FMS Contract Manager.
The initial Purchase Order term runs July 1, 2026 through June 30, 2027, with renewal options for up to two additional one-year periods at the sole discretion of CDOC. Pricing shall include a fixed monthly fee covering scheduled preventative maintenance with separate estimates required for unscheduled work. The CDOC may apply annual price increases not to exceed 2.5% per fiscal year if mutually agreed. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration.
Bidders must provide proof of Good Standing with the Colorado Secretary of State and insurance certificates documenting Commercial General Liability ($1 million per occurrence/$1 million aggregate), Workers Compensation, and Automobile Liability ($1 million combined single limit) with A.M. Best rating of "A" or better. The State must be named additional insured. All bidders must complete CDOC Enhanced Criminal Background Investigations within 30 days and register in CORE before contract execution. Written inquiries were due June 1, 2026. Bidders must submit Exhibits A through F including conflict-of-interest certification, vendor information, W-9, pricing quote, contract performance disclosure, and required vendor certifications through bidnetdirect.com/cdoc.
