About this opportunity

The Colorado Department of Corrections is soliciting call-out repair services for cable television headend systems serving nineteen facilities across the CDOC system, with responses due August 11, 2026 at 4:00 p.m. Mountain Time (Documented Quote 2027000045). A Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside goal of at least 3% of all contracts by dollar value applies; bidders must provide certification documentation from the U.S. Department of Veterans Affairs.

The scope covers emergency and on-demand repair services for eleven cable TV headend systems across eleven correctional facilities statewide (Arkansas Valley, Trinidad, Rifle, Delta, Buena Vista, East Canon City Prison Complex, Colorado Territorial, Denver Women's Correctional, Limon, San Carlos, and Sterling facilities), with certain facilities operating as head ends serving multiple subordinate locations. Service availability must be 24/7 with service request acknowledgment within two hours during business hours and next business day after hours. Repair response times are tiered by severity: single channel repairs within 48 hours, multiple channel failures within 24 hours, complete location failures within four hours, and maximum resolution time of 48 hours from notification. The contractor must maintain all equipment to deliver a complete channel lineup with signal levels between +10 dBmV to +15 dBmV and channel deviation not exceeding 3 dBmV. Bidders must submit a Statement of Work, required vendor information, W-9 form, hourly rate pricing for standard business hours, overtime, weekend, and holiday service, contract-performance disclosure, and non-conflict-of-interest certification.

The initial Purchase Order term runs August 17, 2026 through June 30, 2027, with options to renew for up to four additional one-year periods (maximum five-year term contingent on appropriation). Proposed pricing must remain firm during the initial term and include all delivery, shipping, and installation costs; annual price increases may not exceed 2.5% for subsequent fiscal years. Award will be made to the responsible bidder whose quote is most advantageous to CDOC, with price as the primary consideration. Prior to Purchase Order execution, the awarded bidder must provide Colorado Secretary of State Good Standing proof, insurance certificate, and complete CDOC's Enhanced Criminal Background Investigation requirements, including criminal history checks, fingerprinting, drug testing, and Consent to Search Authorization for all personnel accessing CDOC facilities.

Insurance requirements include commercial general liability with $1 million per occurrence and $1 million general aggregate, workers' compensation, and automobile liability of $1 million combined single limit if vehicles are used on state property. Written inquiries are due by August 6, 2026, with responses posted by August 7, 2026.
