About this file
This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) for a Cable TV Call Out Repair Services contract (DQ 20270000045). CDOC, on behalf of Facility Management Services (FMS), seeks bidders to provide onsite call-out repair services and technical upgrades for eleven cable TV headend systems serving nineteen CDOC facilities. The objective is to ensure 24/7 signal reliability and high-quality audiovisual delivery. The awarded bidder must manage all equipment necessary to deliver a complete channel lineup integrated into an amplified and balanced coaxial output cable with signal levels maintained between +10 dBmV to +15 dBmV, with channel deviation not exceeding 3 dBmV. Service availability requirements include 24/7 accessibility with acknowledgment of service requests within two hours during business hours and next business day for after-hours requests. Response times vary by severity: single channel repairs within 48 hours, multiple channel failures within 24 hours, and complete location failures within four hours. Maximum resolution time for all service interruptions is 48 hours from notification, with all channels verified operational and meeting AV clarity standards. The CDOC Office of Facility Management Services in Colorado Springs serves as the primary point of contact.
Pricing for repair services requires bidders to provide written estimates with labor and materials broken out separately, subject to CDOC approval prior to service commencement. The CDOC reserves the right to include an annual price increase provision not to exceed 2.5% per fiscal year if awarded. Bidders must comply with Colorado Revised Statutes regarding nonresident bidder disclosures and accessibility requirements. All bidders must be registered with the Colorado Secretary of State prior to contract execution. The document includes a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside goal of at least 3% of all contracts by dollar value, with bidders required to provide certification documentation from the U.S. Department of Veterans Affairs. Bidders must affirm agreement with purchase order terms and conditions, disclose any prior defaults or contract terminations within the last five years, confirm payment of Colorado state taxes with no outstanding state debt, and certify all required licenses, certifications, and insurance coverage. Account management requirements include assignment of a dedicated Account Manager to conduct follow-up within 24 hours of repair completion, with Friendship Cable maintaining adequate inventory of critical spare components.
