About this opportunity

The State of Texas Office of the Governor Information Services Division is requesting proposals for cable television services, including pay-per-view services, to serve its facility at 400 West 15th Street in Austin, with proposals due October 16, 2026 at 2:00 p.m. Central Time. A HUB (Historically Underutilized Business) Subcontracting Plan is required; HUB subcontracting opportunities have been identified under NIGP Class 915-24. Texas bidder preferences and service-disabled veteran-owned business preferences are available under Texas Administrative Code Title 34, Section 20.306, and bidders must identify applicable preferences in their responses.

The scope covers cable television service delivery to approximately 80 televisions at the Austin facility, including local channels (ABC, CBS, Fox, NBC), cable news channels (CNN, Fox News, MSNow), and Capitol Channels broadcasting Texas Legislative hearings. The contractor must provide streaming app delivery on supported platforms such as Google TV or Roku without requiring wiring to televisions and must offer channel-selection, blocking, and PIN-protection capabilities. Service must commence no later than seven days after the contract's effective date, with pro-rated charges if service does not begin on the first of the month.

The primary contract term runs from the effective date through August 31, 2027, with renewal options for up to three additional twelve-month periods through August 31, 2030, subject to contractor performance evaluation. The State reserves the right to extend the contract for up to six months beyond all renewal terms. Compensation consists of firm, fixed monthly service fees covering all in-house services and administrative expenses, separate from one-time installation fees and regulatory fees (FCC, PUC, or other statutorily authorized surcharges). The State, as a government entity, is exempt from Texas Universal Service Fund charges, Texas Infrastructure Fund assessments, 9-1-1 emergency service fees, and federal excise taxes; contractors must request and receive appropriate exemption certificates.

Evaluation criteria are weighted as follows: company information and financial responsibility (5%), experience, qualifications, and references (20%), response content and responsiveness (20%), proposed solution (35%), and compensation sought (20%). Responses must include audited financial statements compliant with GAAP and/or IAS, or performance bonds. Proposals must be submitted as one original signed hard copy and one digital copy on USB drive; electronic submission via email is not accepted. The OOG reserves the right to award to multiple respondents, request clarifications or Best and Final Offers, reject any or all responses, and cancel the solicitation.
