About this opportunity

The Texas Workforce Commission is soliciting bids for cable television services at three Austin locations—the TWC Main Building (13 connections), the TWC Trinity Building (2 connections), and the Criss Cole Rehab Center (4 connections)—with bids due August 18, 2026 at 10:00 a.m. Central Time under IFB No. 3202600204.

The scope requires reliable cable television services with diverse national and local news and informational programming, Texas House and Senate channels during legislative sessions, and new or like-new equipment maintained throughout the contract term. The successful bidder must complete installation and service verification within ten business days of award and provide technical support Monday through Friday, 8:00 a.m. to 5:00 p.m. Central Time via telephone and email.

Historical compensation for similar services is $32,130 annually, though TWC reserves the right to adjust based on funding. The contract term is one year from execution with a sole renewal option for up to three additional one-year terms. Price adjustments on renewal may be permitted correlated to Consumer Price Index (CPI-W), limited to a maximum of 4% increase per term or any decrease. The anticipated contract start date is October 2026.

Bidders must submit pricing using Form 2 - Cost Sheet, enter monthly costs for the initial term and each optional renewal year, and identify any one-time charges. Bids must include Form 1 - Execution of Bid and Form 3 - TWC 1020 Substitute W-9 and Direct Deposit Form. VetHUB Subcontracting Plan is not required. Bidders with a VPTS performance rating of "D" or below are disqualified. Pricing must remain firm for 180 days from the solicitation deadline.

Texas bidders may claim service-disabled veteran-owned business, Texas-produced goods and services, agricultural products, environmentally sensitive materials, recycled products, or air quality standards preferences where applicable; bidders must certify eligibility. The successful bidder must maintain general liability insurance with $1 million per occurrence and $2 million aggregate limits and comply with all TWC Terms and Conditions, including E-Verify and criminal background check requirements for key personnel.
