About this file

This Invitation for Bids (IFB No. 3202600204) is issued by the Texas Workforce Commission (TWC) for cable television services. TWC seeks to procure reliable and cost-effective cable television services, including all necessary equipment and receivers, for three designated locations in Austin, Texas: the TWC Main Building (101 E. 15th Street) requiring 13 connections, the TWC Trinity Building (1117 Trinity Street) requiring 2 connections, and the Criss Cole Rehab Center (4800 North Lamar Boulevard) requiring 4 connections, for a total of 19 receiver connections. The services must include diverse national and local news and informational programming, as well as access to Texas House and Senate channels during legislative sessions. All equipment must be provided in new or like-new condition and maintained by the successful bidder throughout the contract term. The bid submission deadline is August 18, 2026, at 10:00 a.m. Central Time, with an anticipated contract start date in October 2026. The contract term is one year from the fully executed contract date, with TWC holding the sole option to renew for up to three additional one-year terms. TWC intends to award one contract resulting from this solicitation.

Bidders must submit pricing information using Form 2 - Cost Sheet, with historical compensation for similar services documented at $32,130 annually, though TWC reserves the right to adjust projected amounts based on funding. The successful bidder must complete installation and full service functionality verification within ten business days of contract award and provide technical support Monday through Friday from 8:00 a.m. to 5:00 p.m. Central Time via telephone and email. The successful bidder must maintain general liability insurance and comply with all TWC Terms and Conditions, including provisions for liquidated damages and sanctions for non-performance. Price adjustments for renewal terms may be permitted when correlated with the Consumer Price Index (CPI-W), limited to a maximum of 4% increase per contract term or any amount of decrease. Bidders must complete and submit Form 1 - Execution of Bid and Form 3 - TWC 1020 Substitute W-9 and Direct Deposit Form; a VetHUB Subcontracting Plan is not required as subcontracting opportunities are not probable. Bids must be submitted electronically to VendorProposals@twc.texas.gov with all IFB requirements met, and bidders with a VPTS performance rating of "D" or below will be disqualified from consideration.

Successful Bidder must also notify TWC in writing of any change in financial condition as soon as possible, but no later than ten (10) days after its occurrence.
