About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids through an Invitation for Bid (IFB) for Sexual Assault Forensic Examination (S.A.F.E.) services to be provided at three facilities: California Medical Facility (CMF) in Vacaville, California State Prison-Solano (SOL) in Vacaville, and San Quentin Rehabilitative Center (SQRC) in San Quentin. The procurement seeks a qualified provider to deliver comprehensive forensic examination services for both victims and suspects, including interviews, victim and suspect examinations, evidence collection kits, photo documentation, sexually transmitted disease (STD) testing and prophylaxis, and HIV/AIDS prophylaxis. All examinations must be documented on specified CAL OES forms (Form 2-923 for adult/adolescent victims and Form 2-950 for suspects), and the Sexual Assault Response Team (S.A.R.T.) must provide twenty-four-hour, seven-day-per-week availability with examinations generally conducted within twelve hours of incidents. Bidders must be certified nurses registered with the California Medical Board, Oregon Board of Medical Examiners, Board of Registered Nurses, or Nevada Board of Medical Examiners, with licenses verified through the National Practitioner Data Bank prior to service provision. Required documentation includes licenses, certifications, and insurance certificates covering general liability, automobile, workers' compensation, and medical professional liability. The deadline for letters of inquiry is February 10, 2026, with bids due electronically in PDF format by February 18, 2026, at 11:00 AM, followed by a public bid opening on February 19, 2026, at 2:00 PM; the anticipated contract commencement date is July 1, 2026, with a three-year term ending June 30, 2029.

The CDCR has established a twenty-five percent Small Business participation requirement under Government Code 14838, with certified small and micro-businesses encouraged to submit bids. A five percent disabled veteran business enterprise (DVBE) incentive is available, with incentives ranging from one to five percent applied to qualifying bids subject to a maximum of $500,000, and non-small businesses claiming at least twenty-five percent small/micro-business subcontractor participation are eligible for an additional five percent preference (capped at $50,000). Small Business preference of up to five percent (not exceeding $50,000) may be combined with the DVBE incentive. Bidders may submit proposals for one or more locations, and the State reserves the right to award multiple agreements for backup purposes. The rate sheet (Exhibit B-1) estimates service volumes of 5 victim examinations, 5 suspect examinations, and 5 partial/cancelled examinations at CMF; 3 victim examinations, 3 suspect examinations, and 3 partial/cancelled examinations at SOL; and 2 victim examinations, 2 suspect examinations, and 1 partial/cancelled examination at SQRC, with each examination requiring four or more hours to complete. Bidders must submit specific dollar amounts for each service line item encompassing all expenses necessary to perform services, including travel time and per diem, and may offer a discount of at least one percent with a minimum of $50.00 on invoices to be paid within thirty days of receipt. No specific budget range or award value has been disclosed; bidders must establish their own pricing on the completed rate sheet.
