About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a qualified contractor to install a fully functional automatic Water Based Deluge Fire Protection System at California State Prison, Solano (CSP-SOL), located at 2100 Peabody Road, Vacaville, CA. This Invitation for Bid (IFB) Number C5612927-D Re-Bid 1 requires a contractor with a valid "C-16" Fire Protection Contractor Specialty License or a "B" General Building Contractor's License with a C-16 subcontractor. The project involves a comprehensive installation that includes design, engineering, equipment, parts, devices, materials, tools, installation, supervision, inspection, training, licenses, permits, insurance, and bonds. A mandatory bidders' walk-through was conducted on September 5, 2025, at 10:00 AM, with the final bid due on September 19, 2025, by 11:00 AM. The contract term is 365 days from the Notice to Proceed (NTP), and the project will be completed in four distinct phases: design drawings/submittals, point of connection/hot tap, water-based deluge fire protection system installation, and testing, acceptance, and training.

The state has implemented several set-aside and participation requirements for this procurement, including a goal to meet the 25% Small Business (SB) participation requirement. Certified Small Businesses and micro-businesses are strongly encouraged to submit bids. Additionally, the solicitation includes a Disabled Veteran Business Enterprise (DVBE) incentive program, where bidders can receive a 1-5% incentive based on their DVBE participation level. The state has estimated the contract value at $251,000.00, with bidders required to complete a detailed Public Works Rate Sheet (Exhibit B-1) that includes pricing for each project phase. Subcontractors performing work exceeding 0.5% of the total bid must be disclosed, and bidders are encouraged to offer a minimum 1% discount for invoices paid within 30 days. In the event of a tied bid, the contract may be awarded based on the highest invoice discount or, if still tied, by a public coin toss. The project involves complex fire protection infrastructure, including a 10-inch pipe for a hot tap and compliance with NFPA 13, NFPA 15, NFPA 24, and the 2016 California Fire Code.
