About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a master agreement contractor for confidential mobile document destruction and shredding services across approximately 67 state locations, including prisons, conservation camps, juvenile facilities, and administrative offices. The Invitation for Bid (IFB) number C5612901-D solicits proposals for on-site destruction of confidential materials such as paper documents, electronic media, and archival records. Bidders may submit proposals for one or more location groups, with the requirement to include rates for all items within selected groups. The contract will span three years, from September 1, 2025, through August 31, 2028, with services compensated based on a detailed rate sheet specifying container types, service frequencies, and estimated service volumes. Key deadlines include letters of inquiry due by August 12, 2025, and final bid submissions due by August 19, 2025, at 11:00 AM. Evaluation criteria will include pricing, with potential tiebreakers determined by invoice payment discounts and potentially a public coin toss. The state reserves the right to award to one or more contractors and will require comprehensive service coverage including all labor, transportation, equipment, permits, and associated expenses.

The procurement emphasizes participation from small businesses, disadvantaged businesses, and disabled veteran business enterprises (DVBE), with a 25% small business participation goal. Potential bidders must be prepared to handle a flexible contract structure that allows for increases or decreases in participating locations and service frequencies throughout the contract term. The rate sheet includes a unique pricing structure where each location's total basis of award incorporates a 25% allocation for additional, unforeseeable services. While no specific budget range is explicitly stated, the extensive list of 67 locations suggests a significant potential contract value. Bidders must submit all pricing in U.S. currency and complete all highlighted cells in the Excel rate sheet, with specific interpretative rules for blank or zero-dollar entries. The contract will be executed through individual purchase orders issued to the selected contractor(s), providing CDCR with operational flexibility in managing confidential document destruction across its diverse facilities.
