About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) Number C5612633-D for Hood and Duct Cleaning Services at the Delancey Street Kitchen within the California State Prison, Solano (SOL). The procurement seeks a qualified contractor to perform comprehensive kitchen exhaust system services, including inspection, preventative maintenance, deep cleaning, and emergency services for grease exhaust hoods and roof-mounted exhaust fans. Contractors must possess a C-20 Warm-Air Heating, Ventilating and Air Conditioning Contractor's license and comply with National Fire Protection Association (NFPA) 96 standards and California mechanical and fire codes. The contract term spans from July 1, 2025, through June 30, 2028, with an estimated nine service visits per equipment type annually. A mandatory walk-through is scheduled for May 12, 2025, at 12:15 PM, with bid submissions due by May 23, 2025, at 11:00 AM. Bidders must complete a detailed rate sheet with pricing for different service categories, including inspection, cleaning, preventative maintenance, deep cleaning, and emergency services. Failure to provide dollar amounts for any service could result in bid rejection.

The state actively encourages participation from small businesses, microbusinesses, and disabled veteran business enterprises (DVBEs), with a 25% small business participation goal. A DVBE incentive program offers potential bid adjustments of 1-5% based on DVBE participation levels. Bidders can offer a discount of at least 1% on invoices paid within 30 days, with the highest discount potentially serving as a tiebreaker. The State reserves the right to adjust or omit work as necessary, and all prices must be submitted in U.S. currency, encompassing all expenses related to performing the specified services. While no specific budget range is explicitly stated, the comprehensive nature of the services and the multi-year contract suggest a significant potential contract value. The procurement emphasizes comprehensive service delivery, requiring contractors to include all labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and associated expenses necessary to complete the required hood and duct cleaning services at the Solano County correctional facility.
