About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a master agreement for Paint Gun and Parts Cleaning Equipment Rental and Maintenance Services through Invitation for Bid (IFB) C5612536-D. The procurement covers comprehensive equipment rental, maintenance, and repair services for paint guns and parts cleaning equipment across multiple state prison facilities, including Calipatria, Centinela, California Medical Facility, and eight other correctional institutions. Bidders can submit proposals for one or multiple locations, with the contract term running from approval date through September 30, 2027. The contract requires contractors to provide equipment, supplies, and maintenance services, with compensation based on detailed rate sheets that include labor, materials, transportation, tools, and associated expenses. Key submission deadlines include the bid submission deadline of April 8, 2025 at 11:00 AM, with a public bid opening scheduled for April 10, 2025 at 2:00 PM. Evaluation will consider pricing, equipment specifications, and the ability to meet comprehensive service requirements across various correctional facilities.

The solicitation includes specific provisions for small business and Disabled Veteran Business Enterprise (DVBE) participation, with CDCR targeting a 25% small business participation requirement. A DVBE incentive program offers up to a 5% evaluation adjustment for certified DVBE participants, providing additional competitive advantages for qualifying businesses. The contract allows CDCR to augment the agreement dollar amount by 25-100% of the total bid, providing flexibility in potential service scope. While no specific budget range is explicitly stated, the multi-location approach suggests a potentially significant contract value across the state's correctional system. Bidders must demonstrate the ability to provide commercially useful function, maintain detailed documentation of services, and comply with all specified equipment and service requirements. The procurement emphasizes competitive pricing, with provisions for discounts on invoices paid within 30 days and a tie-breaking mechanism that considers both bid pricing and offered discounts.
