About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a master agreement contractor for Water Well and Pump Maintenance, Inspection, and Repair Services across multiple correctional facilities in Imperial, San Diego, and San Luis Obispo Counties. The procurement (Bid Number C5612523-D, Rebid 2) requires a comprehensive service provider capable of performing annual maintenance, video inspections, repair, and design services for water wells and pumps at facilities including Centinela State Prison, California Institution for Men, California Institution for Women, California Men's Colony, and McCain Valley Conservation Camp. Qualified bidders must possess appropriate licensing, demonstrate technician certifications, and provide detailed documentation of service capabilities. The contract term runs from the award date through April 30, 2028, with electronic proposal submissions due by July 29, 2025, at 11:00 AM, followed by a public bid opening on July 30, 2025, at 2:00 PM. Bidders are not required to bid on all locations and must submit pricing for services during normal business hours, outside normal business hours, and for emergency services, with rates covering all associated expenses including labor, transportation, materials, permits, and incidental costs.
The solicitation emphasizes small business participation, with CDCR targeting a 25% small business involvement and offering potential incentives for Disabled Veteran Business Enterprise (DVBE) participation. Contractors may subcontract with pre-approval and must demonstrate a commercially useful function. The master agreement includes a 25% allowance for additional as-needed services, with location-specific parts budgets ranging from $15,000 to $50,000. Bidders can offer discounts for invoices paid within 30 days, and in the event of a tied bid, award determination will prioritize the highest discount or, if necessary, resort to a public coin toss. The CDCR reserves the right to augment the master agreement by 25-100% of the total bid amount. All pricing must be submitted in U.S. currency, and the solicitation allows for flexible bidding strategies, with contractors able to propose rates for various service categories and potential performance incentives.
