About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids under Rebid 2 of Bid C5613111-D for water tank cleaning, maintenance, and inspection services at participating correctional and youth facilities, with bids due December 16, 2026 at 11:00 AM. A five percent Small Business preference applies to certified small or micro businesses, and a five percent non-small business preference applies to non-small businesses committing to 25 percent or greater participation from certified small or micro business subcontractors. A one to five percent Disabled Veteran Business Enterprise (DVBE) incentive is also available and may be combined with the Small Business preference. Neither preference may reduce a bid by more than $50,000, and the combined DVBE and Small Business reduction is capped at $500,000.
The scope covers interior cleaning of potable and non-potable tanks, dive operations, equipment disinfection, sediment removal, video inspection with photographic documentation, and written condition reports. Contractors must hold valid California business licenses, California Department of Motor Vehicles Motor Carrier Permits if applicable, current CPR and First Aid certifications for all dive team members, and commercial diver certifications from an accredited diving school. Work must comply with AWWA, Cal/OSHA, Fed/OSHA, and other applicable federal and state regulations.
This is a Master Agreement with separate Purchase Orders issued per participating location, and bidders may submit for one or more locations. The bid package cites 30 participating locations, while Exhibit B-1 lists 33 facilities. CDCR reserves the right to add or remove locations during the term. Compensation is based on hourly rates per technician by service category, all-inclusive of labor, travel, materials, equipment, permits, and taxes. Each location's award includes a 25 percent line item for as-needed services. Bidders may offer a discount of at least one percent, with a $50 minimum, on invoices paid within 30 days, and CDCR may use that discount to break ties. CDCR estimates quantities and does not guarantee that any services will be requested. The agreement runs from approval through October 31, 2029, with amendment options for additional years. Invoices are paid monthly in arrears against Service Reports signed by the CDCR Contract Liaison.
Letters of inquiry are due December 10, 2026. Mandatory and optional walk-throughs occur at various locations before bidding. The bid opening is public on December 17, 2026 at 2:00 PM.
