About this opportunity

The California Department of Parks and Recreation, San Diego Coast District, is requesting bids for plumbing modifications, ADA accessibility improvements, and facility upgrades at the Tijuana River Estuary Restrooms (301 Caspian Way, Imperial Beach, California) under IFB C26935001, with bids due September 10, 2026, at 2:00 p.m. PST via email to hawre.faraj@parks.ca.gov.

The scope encompasses three primary work areas—alleyway, men's restroom, and women's restroom. Alleyway work includes relocating drain lines and vents to comply with safety standards, converting two urinals to waterless units, removing and relocating Sloan flush valves, replacing copper lines as needed, and evaluating the primary vent stack for potential ABS piping replacement. Restroom improvements require replacing eight light fixtures with energy-efficient motion-activated units; installing new lockable light switches; inspecting and repairing furnace and ductwork; replacing six toilets and stainless steel sinks with porcelain fixtures while retaining existing Chicago faucets; interior painting; installation of four new ADA-compliant doors; and gender-specific signage. The contractor must provide all labor, supervision, tools, materials, equipment, and transportation. Work must comply with applicable codes and industry standards and achieve full functionality and safety upon completion. The State will provide temporary chemical toilet facilities through Diamond Environmental during the project duration and will supply available mechanical, plumbing, and electrical as-built drawings. No City permits are required. The scope excludes hot water line installation and specifies that the main underground drain line remains in its existing location.

The solicitation does not specify contract value, contract term, or pricing terms. No bidders conference or mandatory site visit is scheduled. Bidders must submit Exhibit B, Attachment I, Bid, and all required checklist items. Contract inquiries should be directed to Hawre Faraj at hawre.faraj@parks.ca.gov; project-related questions to Project Manager Chris Peregrin at chris.peregrin@parks.ca.gov. All agreements include General Terms and Conditions and Contractor Certification Clauses by reference, available on the California Department of General Services website.
