About this opportunity

The California Department of Parks and Recreation is seeking a contractor to provide and install a modular home at Salt Point State Park in Sonoma County. The project involves replacing an existing dwelling with a new ADA-compliant single-family modular home measuring 1,484 square feet, featuring three bedrooms, two bathrooms, a kitchen, living room, and laundry room. Contractors must possess either an A and/or B license and be registered with the Department of Industrial Relations. The mandatory job showing was originally scheduled for February 6, 2025, but has been rescheduled due to severe flooding, with bid questions to be submitted no later than 2 p.m. seven calendar days prior to the bid opening. Bids are due electronically by February 20, 2025, at 2:00 PM, with all documentation to be submitted to DPR.PWBids@parks.ca.gov. The contract term is 730 calendar days from the Notice to Proceed, with a performance period of 365 calendar days from the Formal Start Work Date. Evaluation criteria will include DVBE participation, small business preferences, and compliance with all specified requirements.

The procurement includes specific set-aside designations and participation requirements, notably a minimum 6% Disabled Veteran Business Enterprise (DVBE) participation goal, with potential incentives for exceeding this percentage. A 5% small business preference will be granted to properly certified small businesses, with additional consideration for non-small businesses subcontracting 25% to certified small businesses. Bidders must submit a 10% bid security bond, and the state will retain 5% from each progress payment. The engineer's estimated project value ranges from $250,000 to $350,000. Contractors must submit multiple required forms, including the Public Works Bid Form, DVBE Notice, Bidder Declaration, and Non-Collusion Affidavit. The project will require integration with existing site infrastructure, including a 5,000-gallon water tank, 200 AMP electrical service, and an existing vehicle turnaround area. Failure to meet DVBE requirements or proper documentation will result in a non-responsive bid.
