About this opportunity

The City of Manteca Engineering Department is requesting proposals from C-10 electrical subcontractors for installation and operations on the Wastewater Quality Control Facility floating solar photovoltaic and battery energy storage system project, with submissions due November 9, 2026 at 2:00 p.m. and a mandatory bid walk on October 27, 2026 at 9:00 a.m.

The scope requires installation of Willdan-provided solar panels, battery energy storage systems, and floating solar infrastructure including anchoring and mooring; system commissioning and startup; and operations and maintenance for three to five years. The system comprises a 2.45 MWdc / 2.0 MWac floating photovoltaic array on a secondary effluent storage pond using high-density polyethylene float-based racking, paired with one Qcells OmniSkid battery energy storage unit providing 1.25 MW / 4.99 MWh integrated storage. Anticipated installation duration is less than five months.

Minimum qualifications require successful completion of at least one photovoltaic installation of 2 MW or greater at a wastewater treatment facility that included battery energy storage system integration; floating solar experience is preferred. Contractors must hold a current and active California C-10 license and submit statements of qualification including relevant solar and battery storage installation experience, key personnel identification, references, bonding capacity, and safety records.

Disadvantaged Business Enterprise participation, including DVBE, DBE, SDVOSB, SBE, MBE, VOSB, and WBE firms, is encouraged. Award will be made to the lowest, responsible, responsive, and most qualified firm based on project delivery approach and schedule, local support and presence, previous comparable project experience, product quality, price, and safety performance. Willdan will serve as construction manager, design and engineering firm, and material procurement entity and reserves the right to reject any or all bids and award based on overall value to Willdan and the City of Manteca. Questions should be directed to Nick Worley at NWorley@willdan.com.
