About this file

This is a Bid Notice issued by the City of Manteca Engineering Department seeking qualified C-10 electrical subcontractors for the Manteca Floating Solar and Battery Energy Storage System Project at the Wastewater Quality Control Facility. The project involves construction of a 2.45 MWdc / 2.0 MWac floating solar photovoltaic system deployed on a secondary effluent storage pond using a high-density polyethylene float-based racking system, paired with one Qcells OmniSkid battery energy storage unit providing 1.25 MW / 4.99 MWh of integrated storage. The C-10 subcontractor scope encompasses installation of Willdan-provided solar panels, battery energy storage systems, and floating solar infrastructure including anchoring and mooring, along with system commissioning, startup, and operations and maintenance for three to five years. The RFP was released on October 20, 2026 at 2:00 pm with submissions due November 9, 2026 at 2:00 pm. A mandatory bid walk is scheduled for October 27, 2026 at 9:00 am at 2450 W Yosemite Avenue, Manteca, California. The anticipated installation duration is less than five months, with overall project duration based on RFP scoring criteria.

Award will be made to the lowest, responsible, responsive, and most qualified firm, evaluated on project delivery approach and schedule, local support and presence, previous comparable project experience, product quality, price, and safety performance. Minimum experience requirements mandate that contractors have successfully completed at least one photovoltaic installation of 2 MW or greater at a wastewater treatment facility that included battery energy storage system integration, with floating solar experience preferred. Contractors must submit statements of qualification including a current and active California C-10 license number, relevant solar photovoltaic and battery storage system installation experience, key personnel identification, references, bonding capacity, and safety records. Disadvantaged Business Enterprise participation including DVBE/DBE/SDVOSB/SBE/MBE/VOSB/WBE firms is encouraged. Contact for inquiries is Nick Worley at NWorley@willdan.com. Willdan will serve as construction manager, design and engineering firm, and material procurement entity, reserving the right to reject any or all bids and award based on overall value to Willdan and the City of Manteca.

We request bids from all qualified C-10 electrical subcontractors including but not limited to

DVBE/DBE/SDVOSB/SBE/MBE/VOSB/WBE’s for the following Project:

MANTECA FLOATING SOLAR AND BESS PROJECT, Manteca, CA

RFP Release Date: 10/20/26 @ 2:00 pm RFP Due Date: 11/9/2026 @ 2:00 pm

Contact: Nick Worley, NWorley@willdan.com

Scope of work includes:

The Project consists of the construction of a floating solar photovoltaic (FPV) generating system and a paired battery energy storage system (BESS) at the City of Manteca Wastewater Quality Control Facility (WQCF), delivered under a progressive design-build agreement consistent with California Government Code §4217.10 et seq. The FPV system is a

2.45 MWdc / 2.0 MWac array deployed on the southern secondary effluent storage pond, utilizing a high-density polyethylene (HDPE) float-based racking system (design basis: Ciel et Terre Hydrelio) with an anchoring and mooring system developed from site-specific bathymetric and geotechnical investigations. The array includes direct current (DC) collection, string inverters, and medium-voltage (MV) step-up equipment routed to the facility's existing electrical distribution system. The BESS consists of one (1) Qcells OmniSkid unit in the 4-hour configuration, providing approximately

1.25 MW / 4.99 MWh of integrated storage with power conversion, energy management and controls, and fire detection and safety provisions per applicable codes and listings.

At this time, Willdan is accepting Statements of Qualification from interested C-10 licensed electrical contractors.

Interested contractors should submit a Statement of Qualification to the contact listed above, including a current and active California C-10 license number, a summary of relevant experience with solar photovoltaic and battery energy storage system installations (floating solar experience preferred), key personnel, references, bonding capacity, and safety record (EMR). Willdan will review submittals and may invite qualified contractors to participate in the bid process.

Minimum Experience: Contractors must have successfully completed at least one photovoltaic installation of 2 MW or greater at a wastewater treatment facility that included integration of a battery energy storage system (BESS).

Basis of Award: The Progressive Design-Build Project will be awarded to the lowest, responsible, responsive, and most qualified firm, but not solely on lowest price. Willdan will evaluate and score each responsive bid on the following criteria:

project delivery approach and schedule, local support and presence, previous experience on comparable projects, product quality, price, and safety performance. Willdan reserves the right to reject any or all bids, to waive minor irregularities, and to award to the bidder whose proposal is determined to provide the best overall value to Willdan and the City of Manteca.

A Mandatory Bid Walk will take place 10/27/26 at 9:00am at 2450 W Yosemite Ave, Manteca, CA 95337.

Willdan Scope of Work: Construction Management, Design and Engineering, Material Procurement for Module, BESS, and Floating Solar Racking System, and Project Oversite.
