About this opportunity
California Department of General Services, Office of Sustainability, Clean Energy Unit is requesting qualifications to establish a statewide pool of vendors to design, install, operate, and maintain solar, wind, battery storage, microgrid, and other clean energy technologies on state-owned buildings and facilities, with Statement of Qualifications packages due December 23, 2026 at 5:00 p.m.
Projects will be implemented under 20-to-25-year Site Lease Agreements and Power Purchase Agreements. Selected vendors will be invited to respond to subsequent project-specific Requests for Proposals. No pre-submittal conference will be held. Written questions are due November 12, 2026 at 5:00 p.m.
Respondents must hold appropriate California licenses, including C-10 Electrical Contractor or C-46 Solar Contractor licenses at minimum. Vendors will be responsible for securing all necessary third-party financing, designing and engineering systems per applicable building codes, constructing and installing equipment, and operating and maintaining systems for the entire contract term. Vendors must demonstrate bonding and insurance capacity and provide customer testimonials.
Projects are categorized by Class: Class 1 (under 0.50 MW), Class 2 (0.51 to 10.0 MW), and Class 3 (over 10.0 MW). Pricing for energy will be structured as a fixed-price rate in cents per kilowatt hour for each kWh delivered to the host facility. Environmental Attributes and Renewable Energy Credits will become the property of the host agency.
All RFQ responses will be evaluated on a pass/fail basis; respondents must pass all evaluation items to qualify for the pool. The qualified vendors pool remains valid for up to two years and will be re-established at least every two years as required by California Public Utilities Code Section 388. The State anticipates notifying respondents of intent to finalize the pool by January 13, 2027, with final notification by January 27, 2027.
Submissions must include two bound copies plus one electronic copy via CD-ROM, DVD, or flash drive to Jordan Junio, RFQ Administrator, Department of General Services, 707 Third Street, MS 508, West Sacramento, CA 95605-2811.
