About this opportunity

The Michigan Department of Transportation is requesting proposals for toll equipment for the Blue Water Bridge under RFP 270000000015, with proposals due October 26, 2026 at 3:00 p.m. Eastern Time. The State considers Service-Disabled Veteran-Owned Business (SDVOB) preferences under Michigan law and may evaluate economic impact, including job creation and employment of Michigan residents.

The procurement covers eight pieces of toll lane equipment including automatic toll exit gates, photo eyes, patron fare displays with LCD screens, mounting stands, axle counting treadles, serial lane interface cards, treadle interface cards, ELO touchscreen monitors, and Epson thermal printers — all specified by brand and model number. Equipment specifications are based on current toll software systems tested for Blue Water Bridge compatibility; substitutions must meet standards set by the software vendor. Delivery is required within 60 calendar days from order date to 2900 Lewis Drive, Port Huron, Michigan 48060.

Pricing must remain firm for a 365-day period from the effective date. The contractor must provide a minimum of one-year warranty or the manufacturer's warranty, whichever is greater, and maintain technical support availability during business hours (minimum 8:00 a.m. to 4:00 p.m.). The contractor must appoint a dedicated Contractor Program Manager and attend a virtual meeting at contract commencement.

This is an as-needed agreement with no minimum or maximum order amounts. The initial contract term includes options for up to three additional one-year renewal periods at the sole discretion of the State. Liquidated damages of $500 plus $50 per day apply for late or improper completion. All equipment must arrive undamaged; the contractor is responsible for repair or replacement costs for damaged shipments. Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate is required.

Questions are due October 13, 2026; answers will be posted by October 19. The State reserves the right to conduct on-site facility visits, request oral presentations, perform reference checks, and conduct interviews. The contract will be awarded to the responsive and responsible bidder with the lowest price meeting all evaluation criteria. Contracts valued at $500,000 or more require State Administrative Board approval.
