About this file
This is a Statement of Work (Schedule A) for RFP 270000000015 issued by the Michigan Department of Transportation (MDOT) for the procurement of toll equipment for the Blue Water Bridge, an international border crossing between Michigan and Ontario, Canada. The contract covers the purchase of eight specific pieces of equipment including toll lane exit gates, photo eyes, patron fare displays, axle counting treadles, serial lane interface cards, touchscreen monitors, and thermal printers. The equipment specifications are based on the current toll software systems and have been tested for compatibility with existing Blue Water Bridge infrastructure; any substitutions must meet standards set by the software vendor. This is an as-needed agreement with no minimum or maximum order amounts. The contract requires delivery within 60 calendar days from the date of order to 2900 Lewis Drive, Port Huron, Michigan, 48060, and the contractor must attend a virtual meeting at the contract's beginning and coordinate with the program manager regarding seasonal scheduling variations at the maintenance facility.
Pricing is firm for a 365-day period from the effective date, with adjustments possible only after written request supported by documentation of actual cost changes and mutual agreement by both parties. The contractor must provide a minimum of one-year warranty or the manufacturer's warranty, whichever is greater, starting upon receipt of delivery. The State will make payment via Electronic Funds Transfer (EFT) following inspection and acceptance of equipment. The contractor must maintain technical support availability during business hours (minimum 8:00 a.m. to 4:00 p.m.), appoint a dedicated Contractor Program Manager and Key Personnel for day-to-day operations, and comply with ADA accessibility standards, mercury-free product requirements, brominated flame retardant disclosures, and PFAS confirmation. Liquidated damages of $500 plus $50 per day apply for late or improper completion. All equipment must arrive undamaged, and the contractor is responsible for repair or replacement costs for damaged shipments.
