About this opportunity

The Maryland Stadium Authority ("MSA") is issuing a Request for Qualifications ("RFQ") on behalf of the Baltimore Vacants Reinvestment Initiative ("BVRI") to establish a pre-qualified contractor pool for abatement and demolition services throughout Baltimore City. The procurement seeks qualified contractors to perform comprehensive demolition services, defined as the abatement of hazardous substances, razing or demolishing structures, removal of debris, and water and sewer shut-off on properties identified under the BVRI program. Eligible contractors will be pre-qualified to participate in subsequently issued project-specific Requests for Proposals ("RFP") for individual abatement and demolition projects. Minimum qualifications require offerors to demonstrate a minimum of five years of prime contracting experience on abatement and demolition projects, be authorized to do business in Maryland, hold a valid Baltimore City Demolition Certificate, and maintain experienced personnel including a Project Executive, Project Manager, Field Superintendents, and Industrial Hygienist capable of managing multiple simultaneous projects. Statements of Qualifications submissions must include a transmittal letter, corporate profile, Maryland business license, Baltimore City demolition certificate, at least three relevant project examples with supporting narratives and photographs, organizational chart with resumes, and documentation of current bonding capacity. Submissions are due via the Euna Procurement platform no later than April 7, 2026, at 1:00 p.m. Eastern Time, with a virtual pre-proposal conference scheduled for March 20, 2026, at 10:00 a.m. Eastern Time, and written questions due by March 27, 2026, at 1:00 p.m. Eastern Time. Evaluation criteria assess contractor experience, qualifications of key personnel, financial stability, safety records, insurance coverage, and bonding capacity.

The RFQ does not specify explicit set-aside designations for disadvantaged enterprises; however, the Corporate Profile form requires offerors to disclose any diversity certifications held, including Minority Business Enterprise ("MBE") and Small Business ("SBR") designations. No incumbent vendors or current contractors are identified in this solicitation, as this RFQ establishes an initial pre-qualified contractor pool. Offerors must register with the e-Maryland Marketplace Advantage system to be eligible for contract awards, and all communications regarding the solicitation will be conducted through the Euna Procurement platform. The RFQ requires offerors to demonstrate Workers' Compensation Experience Modification Rates for the past five years and disclose any OSHA citations, contract failures exceeding $100,000, civil litigation, criminal investigations, or incomplete projects within the past three to five years. No eligible contractor is guaranteed any minimum amount of work or compensation under this pre-qualification agreement. Pricing for individual demolition projects will be determined on a project-by-project basis through subsequent RFPs issued to the pre-qualified contractor pool, with no specific budget ranges identified in the RFQ documentation.

Opportunity text

The purpose of this Request for Qualifications ("RFQ") is to solicit Statements of Qualifications ("SOQ") from qualified contractors to provide abatement and demolition services for properties identified and selected under the Baltimore Vacants Reinvestment Initiative ("BVRI", or the "Program"). Demolition as used in this RFQ means the abatement of hazardous substances, razing or demolishing of structure(s), removal of any debris, and water and sewer shut-off. Through this RFQ, the Maryland Stadium Authority ("MSA") will establish a pool of pre qualified Contractors ("Eligible Contractors") eligible to participate in subsequently issued Requests for Proposals ("RFP") for specific abatement and demolition projects.
