About this opportunity
Cook County Government, through its Office of the Chief Procurement Officer, is issuing an Invitation for Bid (IFB 2512-09042) for bus and truck repair services to support the Cook County Sheriff's Police and Department of Transportation and Highways across designated Area North and Area South territories. The County intends to award up to three contracts per area (six contracts total) to the lowest responsive and responsible bidders for a three-year term with two one-year renewal options. The scope of services encompasses mechanical repairs, body work, diagnostics, and maintenance on medium-duty and heavy-duty vehicles, with estimated work including 1,750 engine hours, 1,400 fuel system hours, 925 electrical system hours, 1,275 driveline hours, 1,400 brake system hours, 1,100 steering and suspension hours, plus OEM parts and materials not to exceed $950,000 and non-OEM parts and materials not to exceed $135,000. Qualified bidders must be licensed and bonded in Illinois, maintain appropriate insurance coverage, operate a minimum of four indoor heated service bays capable of accommodating medium-duty and heavy-duty vehicles, possess two bus lifts and six secured parking spots, submit repair estimates within 48 hours of vehicle receipt using industry-standard estimating guides (Mitchell or Motors), and provide one-year warranties on all repairs, parts, and labor. A non-mandatory pre-bid conference and site inspection will be held on April 30, 2026, at 11:00 a.m. via Microsoft Teams, with written inquiries due by May 6, 2026, at 12:00 p.m. Chicago Local Time through the Bonfire platform, and bids due electronically via https://cookcountyil.bonfirehub.com/portal/?tab=openOpportunities on May 20, 2026, at 10:00 a.m. Chicago Local Time. The County will award contracts on a rotating basis considering vendor availability and hourly rates, reserves the right to terminate contracts if vendors deliberately submit estimates lower than actual costs, and will process payments through its E-Payables program using Visa purchasing cards.
Bidders must meet Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation goals of not less than 15% MBE and 5% WBE of the awarded contract price and must submit a Utilization Plan with their bid or face non-responsive rejection. The vendor's business location must be situated within the geographical boundaries of the specific area for which they are bidding, ensuring regional service capacity and responsiveness. All replacement parts must be original equipment manufacturer (OEM) parts, and repairs require prior County authorization via email or purchase order before work commences. The estimated contract value spans three years with work valued at approximately $1.085 million in OEM and non-OEM parts and materials combined, though the total contract value will be determined by hourly labor rates submitted in bids and actual service hours utilized. Price adjustments may be requested at least 90 days prior to contract renewal based on the Consumer Price Index for Motor Vehicle Maintenance and Repair; requests submitted outside this timeframe need not be considered. The County reserves the right to increase or decrease work quantities as operational needs dictate throughout the contract term.
