About this opportunity

The St. Johns River Water Management District is seeking bids for the Burrell Lock Rehabilitation project through an Invitation for Bids (IFB) 40442, located on Haines Creek in Lake County, Florida. The project involves comprehensive rehabilitation of a lock constructed in 1957, with primary objectives including repairing concrete surfaces, relining lock inflow and outflow pipes, repairing and painting lock mitre gates, replacing upstream and downstream slide gates, installing new hydraulic operators, replacing control building controls, and adding manatee protection screens. Bidders must demonstrate experience in concrete and steel repair, civil works projects, and hydraulic systems, with a requirement to have successfully completed three similar projects within the past ten years. The non-mandatory pre-bid conference is scheduled for September 17, 2024, with bids due by 2:00 p.m. on October 14, 2024, and a final project completion date of November 30, 2025. Evaluation will focus on selecting the lowest responsive and responsible bidder, with contractors required to provide client references, a current general contractor's license, and evidence of eligibility to do business in Florida.

The procurement appears open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. No incumbent vendor information is explicitly outlined in the documents. The project includes a supplemental work allowance of $125,000 to address potential changes or unforeseen site conditions, with the District retaining 5% of each payment as retainage until work completion. While a precise total contract value is not specified, the comprehensive cost schedule includes unit pricing for over 40 distinct line items covering mobilization, dewatering, demolition, concrete repairs, painting, gate replacements, and electrical work. The contract will be funded through the St. Johns River Water Management District's budget, with monthly payments based on percentage of work completed. Contractors should note the project requires maintaining lock operations until April 1, 2025, with full resumption of operations by October 30, 2025, and complete site demobilization by November 30, 2025.
