SUBJECT: Addendum 1 to Invitation for Bids 40442 – Burrell Lock Rehabilitation

As a result of questions received prior to and during the Non-Mandatory Pre-Bid Meeting held on Tuesday, September 17, 2024, the following clarifications/changes are provided for your information.

Please make all appropriate changes to your solicitation documents.

1. Is an on-site source of Potable water that can be utilized for this project? (I.E., Hydrant or garden spigots)

Response: Yes

2. Under Paragraph 7. MINIMUM QUALIFICATIONS, Page 8, the following change has been made to the percent of allowable subcontractors:

• Subcontractor Limitation (must acknowledge on District-provided Proposed Subcontractor form). Respondent is limited to utilizing subcontractors for no more than 40% 70% of the work on the project. The remaining balance of the work on the project must be performed by Respondent’s own forces.

3. New manatee screens have already been supplied and installed by the District. The

ATTACHMENT A – STATEMENT OF WORK, Tasks 5 and 36 (and Items 5 and 36) have been modified to reflect this change. The contractor will be required to remove, store, and re-install the four manatee screens located in front of the slide gates within the lock.

4. Note for clarification purposes, there is no “jog” for the new slide gates.

5. For the fender size, can it be a different size other than the 3 ½”? Can it be a 4’ x 8’?

Response: Yes. The current size is 3.5” x 7’on the drawings, but this is just a minimum.

Fenders may be greater than or equal to specified sizes.

6. What is the measurement for the bolts/hardware to be used to attach the fender to the piling?

Response: 1” diameter galvanized bolts approximately 16-inches long with nuts and washers.

7. When was the last non-destructive test (NDT) performed?

Response: We cannot recall a non-destructive test being performed in the past.

8. For the sediment removal could we do a diver assisted dredging operation as we’re dewatering to clear all the material inside, dewatering and then cycling all the water back in?

Response: Dredging of sediment from within the lock shall not be allowed. The lock shall be dewatered first, and sediment and debris shall be removed in the dry.

9. Will the grating boards for walkway be left up to the Contractor to decide to paint or not?

Response: Contractor must provide W12x30 steel support beam for temporary walkway, but materials used for boards are up to the contractor (currently shown as wood).

10. Handrails – replace or new, paint?

Response: Refer to Sheet S-8. There will be some demolition and installation. New handrails must be installed for the operator pit and connected to existing rails. Paint color to match existing surfaces. Protective coating system shall be one coat primer (Kem Bond HS Primer, or approved equal), two coats enamel (Sherwin Williams Industrial Alkyd Gloss Enamel B54-100 at 1.9-3.9 Dry mils per coat, or approved equal), in accordance with the paint manufacturer’s specifications (attached). Surface preparation shall be SSPC-SP6.

11. Will a galvanizing compound on handrails be needed?

Response: Handrail surfaces shall be painted to match existing surfaces. The notes are clarified in the Statement of Work under Task 18 and will be added to Sheet S-8 in the final construction drawings.

Response: Refer to Exhibit 6 Sheet E-602, which has the electrical drawings and layout of electrical panels.

13. Can you provide the details regarding the staging area and access?

Response: In the past, the project area has handled a 40-ton crane without any issues. If you intend to propose the use of any equipment greater than a 40-ton crane, it would need to receive prior approval before submitting a bid.

14. Note, there will be a required pre- and post-inspection of the access road / bridge.
