About this opportunity
The City of Statesboro and Bulloch County Board of Commissioners are issuing Request for Qualifications (RFQ) 2026-115 to procure comprehensive engineering design services for the Burkhalter Road Transportation Improvements Project. The selected consultant will deliver transportation design services for a 0.9-mile corridor along Burkhalter Road from Herman Rushing Road to Langston Chapel Road, including intersection improvements such as turn lanes at the Burkhalter/Harville Road and SR 67 intersection, a roundabout at the Burkhalter Road and Cawana Road intersection, and analysis and design of corridor widening and turn lane improvements. Required deliverables encompass preliminary engineering design, traffic engineering studies, environmental assessments, land surveying, archaeological and ecological fieldwork, utility coordination, permitting with the Georgia Department of Transportation, and potential construction phase engineering and inspection support. Prime consultants must be prequalified by the Georgia Department of Transportation in Area Classes 3.01 (Two-Lane or Multi-lane Rural Roadway Design) and 3.02 (Two-Lane or Multi-lane Urban Roadway Design), with sub-consultants holding specializations in environmental, traffic, utility, survey, and related technical areas. The evaluation process occurs in two phases, with Phase I assessing qualifications and resources (50% of scoring) and Phase II requesting technical approach and past performance from three to five finalists (50% of scoring). Key deadlines include a mandatory virtual pre-bid meeting on April 30, 2026, at 3:00 PM, a written questions deadline of May 8, 2026, at 3:00 PM, and Statements of Qualifications due by May 21, 2026, at 3:00 PM, submitted to Darren Prather, Central Services Director, City of Statesboro, 22 West Grady Street, Statesboro, GA 30458.
The procurement requires submission of all administrative and qualifications documentation as electronically submitted PDF files with specific naming conventions and compliance with Georgia's Security and Immigration Compliance Act. Due to potential federal funding, the project mandates an 11% Disadvantage Business Enterprise (DBE) participation goal in accordance with the Georgia Department of Transportation's overall annual objective. Submitting firms must maintain proper audit and accounting systems per 48 CFR Part 31 and demonstrate no suspension, debarment, or default history from federal, state, or local contracts within the preceding five years. The contract will be structured as a multi-phase, project-specific agreement with a Not To Exceed sum structure and hourly rate fee sheets, remaining in effect through successful completion of the engineering phase with potential extension for construction administration and inspection services. The contract amount will be determined through negotiations based on tasks and scope deliverables, with the City reserving the right to reject any or all submissions and terminate negotiations if satisfactory terms cannot be reached.
