About this opportunity
Burke County Board of Commissioners is soliciting sealed bids for an asphalt resurfacing project under the FY 2026 Local Maintenance and Improvement Grants (LMIG) program. The procurement encompasses overlay and resurfacing work on six county roads totaling approximately 8.47 miles: Reddick Road (1.70 miles), Collins Road (2.81 miles), Claxton Lively Road (2.95 miles), Ridge Point Drive (0.38 miles), Meadow View Lane (0.47 miles), and Bayberry Court (0.107 miles). The scope of work includes traffic control, application of open-graded interlayer, asphaltic concrete mixes (approximately 8,590 tons total), tack coat application (approximately 7,975 gallons), driveway paving with minimum 2-foot aprons, and traffic striping in compliance with Georgia Department of Transportation Standard Specifications and the Manual on Uniform Traffic Control Devices (MUTCD). Sealed bids must be received by April 20, 2026 at 12:00 PM at the Burke County Commission Office, 602 North Liberty Street, Waynesboro, Georgia 30830, with project completion required by October 31, 2026 and work commencing within two weeks of notification. Bidders must submit a five percent proposal guaranty bond, proof of liability insurance with a $2 million general aggregate limit and workers' compensation coverage at statutory limits, excess/umbrella liability of $3 million, business licenses, and affidavits addressing federal work authorization compliance, drug-free workplace certification, and non-collusion. The successful bidder must provide performance and payment bonds each equal to 100 percent of the total contract amount, with five percent retainage withheld from monthly progress payments until final project acceptance, and liquidated damages assessed at $250 to $650 per day for schedule delays.
No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is identified in the bid documents for this procurement. The documents do not specify a detailed award value or budget range, though the scope of work involving approximately 8,590 tons of asphaltic concrete and extensive road resurfacing suggests a substantial contract value. All bidders must demonstrate capability to perform utility coordination, erosion control, traffic control, and provide certified testing and compaction documentation at no additional cost beyond the bid price. A pre-construction conference will be conducted before work commences, though no formal site visit or pre-bid meeting is specified as required. The county reserves the right to accept or reject any and all bids, delete road sections or individual items, re-advertise, and waive minor informalities in its procurement decision.
