About this opportunity

Burke County Emergency Management Agency (EMA) is seeking bids for a new Quick Attack Vehicle (QAV) through a competitive procurement process open to qualified vendors. The procurement requires a 4-door crew cab 4x4 chassis with a custom aluminum quick attack body featuring six exterior compartments, a 300-gallon water tank, and a Hale HPX300-B23 gasoline powered water pump. The vehicle must include comprehensive emergency lighting, a Kussmaul battery charging system, Hansen International roll-up compartment doors, and full NFPA compliance labeling. Sealed bids must be submitted to the Burke County Board of Commissioners by 5:00 PM on February 3, 2025, located at 602 Liberty Street, Waynesboro, GA 30830. Bidders are required to complete all paperwork in the specifications package, and the bid will be opened at the Finance Committee meeting the following Thursday, with the final award scheduled for February 11, 2025, at 6:00 PM during the Commissioners Meeting. Any manufacturer or dealer can submit a bid, provided their vehicle meets the detailed specifications, and all potential bidders are encouraged to contact Chief Steve Mathews at 762-225-6571 or smathews@burkecounty-ga.gov with any questions about the specifications.

The bid package does not specify any set-aside designations for disadvantaged businesses or specific restrictions on vendor participation. The specifications mandate that the apparatus must be fully assembled within the continental United States, and the manufacturer must be certified and in good standing with the Q.V.M. program and Fire Apparatus Manufacturer's Association (FAMA). A pre-construction conference is required before manufacturing can commence, ensuring vendor qualification and readiness. While no specific budget range or award value is listed in the documentation, the procurement is for a specialized emergency response vehicle with complex technical requirements. The Burke County Board of Commissioners reserves the right to reject any or all bids, providing flexibility in the selection process. No information is provided about incumbent vendors or existing infrastructure that might require integration with the new Quick Attack Vehicle.
