About this opportunity

The Pennsylvania Department of Conservation and Natural Resources Bureau of Geological Survey is soliciting bids for Electrical Resistivity (ER) Surveys on an as-needed basis throughout Pennsylvania, with bids due November 19, 2026. The Statement of Work identifies no set-asides in this Invitation for Bids. A DCNR informational letter attached to the solicitation describes the Commonwealth's Small Business Reserve program, open to self-certified small businesses (no more than 100 full-time equivalent employees and no more than $47 million in three-year average gross revenues) and small diverse businesses, administered by the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities.

Surveys support geologic mapping, groundwater resource investigations, and geotechnical investigations. Bidders must demonstrate prior experience as a prime contractor performing ER Surveys within Pennsylvania and must be able to mobilize statewide and work in off-road and remote conditions. Subcontracting of any task or deliverable is prohibited. Work is ordered by email work orders for predetermined project areas, with the Department securing access permissions and providing location maps, site conditions, work site plans, and utility information. Deliverables include processed ER profiles in PDF, labeled reference maps, raw survey datasets (ESRI geodatabases or shapefiles), and reports on acquisition methods and interpretations. Bidders must certify compliance on Worker Protection and Investment Form BOP-2201, along with Iran Free Procurement and lobbying disclosure requirements. Background checks apply for facility access.

Pricing uses unit rates to two decimal places: mobilization and demobilization (flat per project area), intermediate mobilization and remobilization (hourly between sites), ER data collection (per mile, in units no smaller than 0.1 mile), and reporting (flat per project area). Each unit price includes all labor, materials, equipment, tools, and insurance. Award goes to the lowest responsive and responsible bidder based on the total sum of line items, or by line item if the Commonwealth deems it advantageous.

The initial term runs from execution or January 1, 2027, whichever is later, through December 31, 2027, with up to four one-year renewals through December 31, 2031, subject to mutual written consent. Contractors may request price increases of up to 3.00 percent annually at renewal. The Commonwealth may extend any term by up to three additional months. Payment is by Automated Clearing House within 30 days of a proper invoice.

No pre-bid conference or site visit is scheduled. Questions must be submitted in writing to the Issuing Officer, with responses posted as addenda on eMarketplace. Bids are submitted electronically through the PA Supplier Portal before the bid opening time.
