I. SCOPE OF WORK
The Pennsylvania Department of Conservation and Natural Resources Bureau of Geological Survey (hereafter referred to as “the Department”), seeks a Contractor for Electrical Resistivity (ER) Surveys.
The Department may require ER Surveys to support geologic mapping efforts, groundwater resource investigations, and geotechnical investigations throughout the Commonwealth of Pennsylvania on an “as needed basis”.
Any questions concerning the technical specifications of this contract should be directed to Chris Oest at 717-702-2053 or coest@pa.gov (email communication preferred). Questions concerning the contracting or bidding procedures should be directed to Michelle Pritts at mpritts@pa.gov or 717-772-0299.
Bidders should only complete and return the required documents listed in Section IX. BID AWARD in this Statement of Work (SOW). Bidders should NOT attach any vendor quotes, Terms and Conditions, or documents other than those requested in Section IX. Bid submissions may be negated if additional attachments are submitted with the bid response. The Commonwealth's Terms and Conditions are the only terms accepted for this procurement.
II. CONTRACT TASKS
The work to be performed under this contract shall consist of ER Survey transects at predetermined project areas and sites. Work performed under this contract may consist of survey(s) at a single location or survey(s) at multiple locations within a project area. A project “area” is defined as the general location in which ER Surveys will occur. Within project areas, there may be multiple sites included in the scope of work; however, mobilization shall only be charged for Contractor to arrive at and depart from the project area. A “site” is defined as an area enclosing one or more transects to be subject to an ER Survey.
A. Department responsibilities
The Department will communicate project-specific tasks to Contractor via work orders issued by email.
Work orders will include the following details:
1. Location of the project area and/or sites (including a map)
2. Access limitations and site conditions
3. Work site plan(s), showing the anticipated location of ER survey transects
4. Any special directives or instructions
5. General information related to public utilities (Contractor is responsible for making the necessary 811 call to ensure no underground utilities are present, see Section III A. Pre-mobilization)
The Department is responsible for securing all permissions required to access ER Survey sites. While efforts will be made to select ER Survey sites on Commonwealth-owned properties, if a Survey is required on privately owned properties, the Department will secure any permission or right-of-way agreements, in writing and provide copies of any agreements to the Contractor.
mailto:coest@pa.gov mailto:mpritts@pa.gov
The Department reserves the right to modify tasks prior to and during execution. Any modifications will be communicated to the Contractor by the Department Representative. Modifications may include but are not restricted to:
1. Limited relocations of an ER Survey transect (i.e., within the predetermined site or project area)
2. Partial modification of an ER Survey transect (i.e., change in length of a transect or orientation of the transect). No Survey will be modified in a way that would exceed the initial contracted cost of the project.
3. Partial or complete termination of an ER Survey.
B. Contractor responsibilities
Contractor must also meet the following qualification standards:
1. Ability to mobilize throughout the Commonwealth of Pennsylvania
2. Ability to work in off-road and remote conditions
3. Demonstrated knowledge and experience in conducting ER Surveys throughout
Pennsylvania. Demonstrated knowledge and experience is defined as serving as prime contractor for ER Surveys previously within the Commonwealth of Pennsylvania
The Contractor will furnish all necessary staff, technical assistance, tools, materials, and equipment, to perform all the work and labor required in an expeditious, substantial, professional, and workman-like manner. The Contractor is required to be on the work site until work is completed.
Delays in executing the scope of work incurred due to failure or malfunction of tooling and all associated peripheral equipment, lack of appropriate tooling or supplies (including extra consumable items), or inability to maintain proper staffing will be at Contractors’ expense.
The awarded Contractor is solely responsible for performing all aspects of this Statement of Work.
Subcontracting any of the tasks or deliverables described in this Statement of Work is prohibited.
III. DELIVERABLES
A. Pre-mobilization
Contractor will acknowledge receipt of the work order via email and request a site inspection, if desired.
Additionally, a pre-work meeting between the Department and Contractor will be scheduled to review the scope of work and address any concerns raised by Contractor.
The Department Representative and the Contractor will coordinate the starting date. When this date is established and agreed upon by the Department and the Contractor, the contractor must mobilize all necessary equipment for the ER Survey to the work site within thirty (30) days of being notified to proceed. In the event of a delay in mobilization, the Contractor must immediately reach out to the Department representative to determine when mobilization will take place.
Prior to mobilization, Contractor is required to submit a PA 1 Call (811) ticket for the project site(s) to ensure utilities located within rights-of-way are appropriately identified, if they are present. A copy of the PA 1 Call ticket and utility responses must be provided to the Department before commencing work.
B. Mobilization and Demobilization
Contractor shall mobilize all equipment, materials, and labor to the project site to complete the task(s) outlined in the work order.
Upon completion of an ER Survey, contractor is responsible for removing all equipment and supplies from the Survey site(s) and restoring site(s), access roads/trails, or any other area impacted by ER Survey activity to its pre-work state. Site restoration includes, but is not limited to, backfilling holes and leveling ruts.
C. Intermediate mobilization and remobilization
ER Survey work may require completing surveys at multiple sites within a project area. Contractor is expected to remobilize all equipment, materials, and labor to subsequent sites to complete the task outlined in the work order.
D. Electrical Resistivity
The department expects the following reporting documentation to be provided for each ER Survey:
1. A processed ER profile for each transect at a scale to be determined by the Department. If interpretations of the ER profile are requested by the Department, a copy of the ER profile with interpretations shall be provided. Uninterpreted data is always required as a deliverable. ER profiles shall be provided in PDF format.
2. A labeled reference map displaying the transect and marked reference points along the transect.
The index map must be provided as a PDF.
3. The raw ER Survey dataset containing transect location information (latitude, longitude, and elevation of each electrode location) and resistivity data so that the processed ER Survey can be readily used in 3D mapping. Deliverable must be provided in a digital format deemed acceptable by the Department representative. These formats may include ESRI file geodatabases, shapefiles, tabular data, or ASCII point data. Digital data may be submitted to the Department in multiple formats.
In addition to the above, a report describing methods of data acquisition, deviations from anticipated methods based on site conditions, and a narrative describing the data, including interpretations of that data, is required for each ER Survey.
E. Delivery of Records
Contractor will be responsible for submitting all records to the Department upon completion. The contractor will deliver to the department no more than 30 days after completion of the work.
IV. DELIVERABLES DEFINITIONS
Mobilization/demobilization – Flat rate cost to move all associated supplies, tools, and personnel from the Contractors’ headquarters to and from the project area.
