The scope covers on-demand bulk propane fuel delivery to support boiler operations at the facility. The vendor shall provide all labor, tools, transportation, equipment, materials, and supplies required for delivery; maintain supervision and cleanup; and possess all applicable licenses, permits, and insurance. Delivery to the facility's storage tank in the west parking lot is estimated at 1,500 gallons with one trip charge, though quantities are estimates only and do not guarantee purchases. Standard delivery is expected within 14 days of order receipt.
The contract runs September 1, 2026 through August 31, 2027. The anticipated contract amount is $60,000 with a not-to-exceed ceiling of $100,000. Pricing must be submitted on a unit-price basis per gallon, F.O.B. Destination with freight prepaid and included, or with exact delivery costs and terms itemized. Price fluctuation is permitted during the contract period. Orders will be placed on an as-needed basis with no quantity guarantees.
Respondents must affirm compliance with Texas procurement statutes including Buy Texas preference for Texas bidders, veteran-owned business preference, E-Verify participation, cybersecurity training, suspension and debarment status, child support obligations, franchise tax compliance, and prohibitions on foreign terrorist organization involvement, human trafficking, abortion funding, and energy-company or Israel boycotts. Responses remain binding offers for 240 days from the due date. Sealed bids are submitted in person at the HHS Procurement and Contracting Services office, 1100 W. 49th Street, Austin, Texas, or via the online bid room. Physical bid drop-off hours are 8 a.m. to 5 p.m.; contact 512-406-2500 with questions. Award will be made to the lowest responsive and responsible bidder.
