About this opportunity

Incline Village General Improvement District (IVGID) Public Works Department is soliciting bids for bulk fuel purchase and delivery services under ITB posted September 14, 2026, with bids due September 28, 2026 at 4:00 p.m. PDT. Vendors must be Nevada Certified Carriers in full compliance with Nevada Transportation Authority regulations and hold current Nevada and Washoe County business licenses — the primary eligibility filter.

The scope includes on-demand delivery of unleaded fuel (86–87 octane) and red-dyed/off-road diesel to nine district-owned locations with tank capacities ranging from 1,000 to 7,000 gallons. Estimated annual usage is 5,500 gallons of unleaded gasoline and 25,000 gallons of dyed diesel, with approximately 26 bobtail or delivery-point deliveries per fuel type. Deliveries must be completed within two business days of order receipt; Diamond Peak Ski Resort requires morning delivery before 8:00 a.m. during winter operations. Winterized diesel additives are required for winter deliveries as needed. All fuel deliveries are subject to sample analysis to verify compliance with specifications. Vendors are responsible for all costs and remediation related to fuel spillage caused by vendor negligence.

Bidders must hold general liability insurance of $1,000,000 per occurrence and automobile liability of $1,000,000 combined single limit and provide proof of hazardous materials transportation compliance. Evaluation is lowest responsive and responsible bidder on total evaluated cost, with pricing structured as a fixed margin above an Oil Price Information Service (OPIS) reference price established September 8, 2026. The bidder's margin and bobtail differential remain fixed upon award, while fuel prices fluctuate thereafter based on the applicable OPIS price. The contract has an initial four-year term commencing October 15, 2026, with two optional one-year renewal periods. Questions are due September 23, 2026. IVGID anticipates notice of intent to award by September 30, 2026, subject to Board of Trustees approval on October 14, 2026. IVGID does not guarantee minimum delivery quantities or frequency and reserves the right to purchase from alternative vendors if the contract vendor cannot supply fuel.
