About this opportunity
The Oregon Military Department is soliciting quotes under RFQ 279998B001 for 450 to 600 tons of premium grade loose-form biomass fuel pellets for the 2026/2027 heating season, with quotes due November 18, 2026 at 10:00 a.m. by email to Single Point of Contact Sam Goff. The procurement is federally funded through a National Guard Bureau Cooperative Agreement, and all bidders must be registered in OregonBuys and hold a valid Unique Entity Identifier (UEI). The source names no set-aside or preference program.
Deliveries go to the Rees Training Center in Hermiston, Oregon. The agency will accept bulk fuel transferred into existing agency-owned storage silos or, at its request, palletized 2,000-pound super sacks. The fuel must meet Pellet Fuels Institute Premium Grade specifications covering bulk density, pellet size, durability, fines, ash, moisture, heating value, and chloride, nitrogen, and sulfur limits. Bidders must provide a letter of certification with test results demonstrating compliance. Pricing is submitted on Attachment C as per-ton rates for two line items: bulk delivery with silo transfer, and palletized super-sack delivery. Accepted delivery windows run Monday through Friday, 7:00 a.m. to 2:30 p.m., with first deliveries anticipated the week of November 23–27, 2026 and no later than December 1, 2026. The agency may adjust tonnage based on funding availability and order additional fuel as needed to complete the heating season. Deliveries require REAL ID-compliant photo identification, and the agency is not responsible for loads turned away for lack of it.
Award goes to the responsible bidder submitting the lowest responsive bid under the Intermediate Procurement method. Required coverage includes commercial general liability of not less than $1,000,000 per occurrence and automobile liability with a combined single limit of not less than $1,000,000. Payment is net 30 days from delivery and acceptance. Bidders must comply with federal requirements including nondiscrimination statutes, Build America Buy America Act provisions, suspension and debarment certification, and applicable environmental regulations.
