About this opportunity
The Board of Commissioners of Upson County, Georgia is soliciting proposals for third-party building inspection services to support the county's full-time building inspector, with proposals due May 31, 2022. The county decided not to award a bid at this time following the initial solicitation period.
Bidders must hold ICC certification and maintain current certifications across residential and commercial construction, plumbing, electrical, energy conservation, and HVAC disciplines—the primary qualification filter. The scope encompasses building, electrical, plumbing, and HVAC inspections across multiple inspection stages (temporary power poles, footings, foundation walls, under-slab plumbing, slab construction, rough-in construction, permanent power installations) and permitted activities (decks, swimming pools, accessory buildings, residential and commercial alterations, additions, and new construction). Awardees must prepare detailed inspection reports documenting dates, times, items inspected, pass/fail determinations, and required corrective actions.
Pricing submission must cover new residential and new commercial construction inspections on either a per-set-fee or per-square-footage basis, with bidders specifying monthly, quarterly, semi-annual, or annual performance capacity. No estimated contract value or term is stated in the solicitation.
Evaluation criteria include adherence to specifications, price, contractor qualifications and past performance, and delivery capabilities. Bidders must submit valid business licenses or incorporation documents; current certifications; a narrative of experience and qualifications; references from at least five prior jurisdictions; proof of general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), workers compensation insurance at statutory limits, and automobile liability insurance ($1,000,000 combined single limit); and notarized non-collusive affidavit, contractor affidavit under O.C.G.A. 13-10-91 (E-Verify compliance), and SAVE affidavit. The contract administrator is Thomas Keyt, Upson County Building Inspector, at tkeyt@upsoncountyga.org or 706-646-5444. Payments are issued net 30 upon invoice approval. The successful bidder must provide two Certificates of Insurance within ten business days of award before work commences.
