About this opportunity
Kenosha County is seeking proposals from certified building inspectors and building inspection firms to provide comprehensive services for the Townships of Paris and Brighton and the Village of Salem Lakes. The procurement, identified as RFP #2525, requires proposers to have a minimum of five years of municipal building inspection experience, covering residential and commercial construction oversight. Services include conducting building, electrical, plumbing, and HVAC inspections, performing plan reviews, processing permits, and executing administrative functions. The evaluation criteria will assess proposals across four key areas: company profile (25 points), staff qualifications (25 points), business plan (30 points), and cost proposal (20 points), totaling 100 possible points. Critical procurement dates include a pre-proposal conference on November 12, 2025, at 10:00 AM, a question submission deadline of November 19, 2025, at 5:00 PM, and a proposal due date of December 5, 2025, at 2:00 PM. Potential top-scoring proposers may be required to participate in interviews/presentations on January 7, 2026, with an estimated contract award date of March 1, 2026. The initial contract term runs from March 1, 2026, through December 31, 2026, with two optional one-year renewal periods.
The solicitation does not specify set-aside designations for disadvantaged enterprises or restrict responses to specific organizational types. Proposers must maintain current Wisconsin state certifications under SPS 305 for construction, plumbing, HVAC, and electrical inspection, and hold a valid driver's license. The County will provide workspace at the Kenosha County Center, including a laptop, network access, software licensing, and standard office furnishings. The compensation structure is based on a percentage of total permit fees, with an estimated annual permit volume of 500 permits at an average fee of $450, totaling approximately $225,000. Insurance requirements are comprehensive, including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Professional Liability ($1,000,000), Cyber Liability ($1,000,000), and Automobile Liability ($1,000,000 combined single limit), with Kenosha County named as an additional insured. The contractor must maintain a consistent office presence, providing at least four public hours per week, and will be evaluated quarterly during the first year and annually thereafter on performance metrics including timeliness, accuracy, compliance, customer service, and administrative obligations.
