This is a Professional Services Agreement between Kenosha County, Wisconsin and a contractor for building inspection services covering residential and commercial construction oversight within the Townships of Paris and Brighton and the Village of Salem Lakes. The contractor will provide comprehensive building inspection services including permit review and issuance, plan review, inspections for new construction, additions, wrecking/razing, building moves, and occupancy changes in compliance with the Wisconsin Uniform Dwelling Code. The contractor must maintain current certifications in residential and commercial construction, plumbing, electrical, energy conservation, and HVAC disciplines. Required services include conducting inspections within 24–48 hours of request (excluding weekends and County-recognized holidays), maintaining at least four public office hours per week at the Kenosha County Center on at least two different days, providing a monthly report summarizing permit issuance by type and municipality, and attending monthly coordination meetings with the Director of Planning and Development. The agreement is effective for the period January 1, 2026 through December 31, 2026, with an option to renew for one additional year by mutual agreement of both parties.

Compensation is structured as a percentage of all permit fees collected by the contractor based on the Fee Schedule (Schedule A), with the specific percentage to be filled in during contract execution. The County will determine building permit fees and collect them directly; the contractor is responsible for all other expenses including tools, supplies, materials, and professional liability insurance with minimums of $1,000,000 general liability and $1,000,000 errors and omissions coverage. The contractor is classified as an independent contractor and may work for other municipalities if contract conditions are met. The contractor must designate an alternate licensed building inspector available to provide coverage during absences of two or more consecutive business days. Performance will be evaluated quarterly during the first year and annually thereafter using key performance indicators including timeliness, accuracy, compliance, customer service, and administrative obligations, with failure to meet minimum standards potentially resulting in a Performance Improvement Plan, probation, suspension, or termination for cause. Either party may terminate with sixty days written notice without cause, or the County may terminate immediately for cause if the contractor fails to maintain certifications/insurance, repeatedly underperforms, or breaches material terms.
