About this opportunity
The Georgia World Congress Center Authority is conducting a competitive sealed bid solicitation for Building B Meeting Room Carpet Replacement Phase III, with submissions required from firms specializing in carpet replacement services. The project scope encompasses demolition and installation of new carpet in six primary meeting rooms totaling approximately 25,082 square feet, with an additive alternate for eight additional rooms in Building C Level 3 totaling approximately 16,908 square feet. The carpet specification requires Shaw Respond Tile 5T310 in Lava Springs and Wild Flora styles with Shaw Design V36 oz mouse-colored base around room perimeters, installed using pressure-sensitive adhesive applied by notched trowel. Work is scheduled to commence as early as June 8, 2026, with full completion required by July 31, 2026. A mandatory site visit is scheduled for March 4, 2026, at 1:00 p.m., with automatic disqualification for failure to attend. Sealed bids must be submitted by 1:00 p.m. on March 17, 2026, at the Georgia World Congress Center Administration Office, with the contract awarded on a lump sum basis to the lowest responsive and responsible bidder. All bids must be accompanied by a bid bond equal to five percent of the base bid, and the successful contractor must furnish performance and payment bonds each equal to 100 percent of the contract price. Liquidated damages are assessed at $500 per day for failure to achieve material completion by the specified deadline. Standard working hours are established as 8:00 a.m. to 5:00 p.m., though contractors may work second shift, third shift, and weekend hours provided no events or clients are impacted. The contractor is responsible for providing dumpsters, as the Georgia World Congress Center Authority will not supply them.
Respondents must comply with comprehensive compliance and insurance requirements, including workers' compensation coverage meeting Georgia state law, contractor's protective liability insurance with minimum limits of $1,000,000 per accident for bodily injury and property damage, contractor's public liability insurance with $1,000,000 per person and $3,000,000 per accident bodily injury limits plus $1,000,000 per accident and $3,000,000 aggregate property damage limits, and commercial umbrella liability insurance with $3,000,000 per occurrence and $4,000,000 aggregate limits. Firms must execute non-discrimination agreements committing to equal employment opportunity and affirming efforts to encourage participation from minority-owned and disadvantaged business enterprises in subcontracting and procurement activities. A communication restriction is in effect prohibiting interested firms from communicating about the solicitation with Authority staff or consultants except through formal question submission procedures, with finalists and apparent awardees further restricted from issuing public statements or press releases regarding their selection. Vanguard Commercial Flooring, LLC has been identified as the apparent awardee. Respondents must provide tax compliance documentation, complete supplier data forms, submit notarized non-influence affidavits and non-discrimination certificates, and provide immigration compliance affidavits attesting to E-Verify registration and authorization. Progress payments will be made monthly at 90 percent of work completed until one-half of the contract sum is due, with 10 percent retainage held until final completion. All bids remain open for 60 days following the bid opening date.
